Jharkhand Mukti Morcha, JMM leader Hemant Soren took oath as the 11th Chief Minister of the state today. Governor Draupadi Murmu administered the oath of office to Mr Soren at Morhabadi grounds in Ranchi. This is 44 year Soren’ second stint as Jharkhand Chief Minister. After taking the oath, newly sworn in Chief Minister called for people’s support to frame a new structure of the state. 

Along with Soren, Congress Legislature Party Leader Alamgir Alam state Congress president Rameshwar Oraon and only MLA of RJD Satyanand Bhokta were also sworn in as state cabinet ministers.

Former Congress President Rahul Gandhi, Chief Minister of West Bengal Mamata Banerjee, Congress Chief Ministers Bhupesh Baghel, Ashok Gehlot, Former Assam CM Tarun Gogoi, ex-CM of Bihar Jitan Ram Manjhi, SP leader Akhilesh Yadav, RJD leader Tejaswi Yadav, Loktantrik Janata Dal leader Sharad Yadav, CPI Chief D Raja, CPI (M) leader Sitaram Yechuri, DMK Chief M K Stalin, MP M K Kanimozhi, AAP MP Sanjay Singh were among the leaders who witnessed the historic swearing-in ceremony of the Opposition-led government. In the 81 member Assembly, JMM-Congress-RJD alliance has won 47 seats in the recently concluded Assembly elections. BJP has got 25 seats.

Meanwhile in its maiden Cabinet meeting held today, Hemant Soren led coalition government took several important decisions. It announced to take back all the cases lodged against accused in Pathalgadi movement and early filling up of all posts lying vacant in the state government. It was also decided that Fastrack courts will be soon set up in all districts for early redressal of cases related to women and child sexual harassment.

AIR correspondent reports that JMM Senior Leader Stephen Marandi from Maheshpur constituency will be nominated as the Protem Speaker for the new Assembly session of the government to be held from January 6-8, in 2020. All the newly elected legislators will also take oath of office and secrecy in the new Assembly session.

Prime Minister Narendra Modi has congratulated Hemant Soren on taking oath as Jharkhand Chief Minister. In a tweet, Mr Modi assured all possible support from the Centre for Jharkhand’s growth. 

Bihar CM Nitish Kumar writes to PM Modi for immediate ban on porn sites.

In the wake of rising incidents of rape and gang rape of women and minor girls across the country, Bihar Chief Minister Nitish Kumar on Monday wrote a letter to Prime Minister Narendra Modi urging him to immediately ban pornographic sites and inappropriate content.

“A large number of children and youth are watching pornographic, violent and inappropriate content. In many cases, videos of rape incidents are being circulated on social media, which severely affects the brains of children and youngsters, and such material has also been seen as a factor leading to crimes of rape,” Mr. Kumar said in his one-page letter to Mr. Modi.

Serious concerns

Earlier, on December 6, while addressing a public meeting in the course of his ongoing Jal Jeevan Hariyali Yatra on climate change in the Gopalganj district, Mr. Kumar had expressed serious reservations over the free use of porn sites by children and youth. He had also urged students and youth to stay from visiting porn sites as it eventually led to “perversion” in their minds.

“Though there is a provision for this in the Information Technology Act, 2000 [amended in 2008], it is not effective. In this regard, the honourable Supreme Court, too, has given several directions to the government,” said Mr. Kumar.

‘Unlimited availability’

He added, “In my opinion, the unlimited availability of such improper material in the name of freedom of expression and thought is not proper, and it is an urgent need to take effective steps to check this to prevent crimes of rape against women and children. There is an urgent need to give strict directions to Internet Service Providers as well, and a vigorous awareness campaign along with parents, educational institutes and NGOs too is important.”

Recent incidents of rape and gang rapes from various parts of Bihar have rocked the State government. On December 9, a 20-year-old girl student of Patna University was allegedly gang raped by four youths, and later all four accused persons in the case were arrested by the police.

PM Modi to address poll rallies in Jharkhand today.

Prime Minister Narendra Modi will address two election rallies in Jharkhand on Tuesday, a party spokesperson said.

His first rally is scheduled at Birsa College in Khunti district at 11 am, while the second one is at 1 pm at Steel Maidan in Jamshedpur, BJP spokesperson Shiv Pujan Pathak said on Monday.

Chief Minister Raghubar Das is contesting the polls from the Jamshedpur (East) seat, where his former cabinet colleague Saryu Roy is contesting as an Independent candidate.

Roy had resigned as a minister last month after his name did not figure in the BJP’s candidate list.

Roy, who won the 2014 assembly elections from Jamshedpur (West), filed nomination from Jamshedpur (East) to challenge Das. Nitish Kumar’s JD(U) withdrew its candidate from the seat in support of Roy.

The Congress has fielded Gourav Vallabh from Jamshedpur (East).

State Rural Development Minister Neelkanth Singh Munda is contesting from the Khunti (ST) seat.

The two seats are among the twenty assembly constituencies going to polls in the second-phase on December 7.

The five-phase elections to the 81-member House will end on December 20. Counting will take place on December 23.
