Long wrestling with allegations of corruption and nepotism, the Bihar Public Service Commission (BPSC) has introduced radical reforms over the past 18 months, the most important of them concealing the identity of a candidate through a code system. Public Service Commissions of at least seven states have approached the BPSC seeking to replicate the system, while others have expressed interest.

Recently, the BPSC held prelims for its 65th combined services exam for 2019 vacancies, thus putting on track a schedule that had been running behind by years.

Under the new system, each candidate is allotted a code, which is then placed on his/her answersheet instead of the roll number. The evaluation is done under CCTV surveillance, and an examiner cannot leave the premises till checking for the day is done. Even the BPSC Chairman and the Controller of Examination do not know the questions, and the former randomly selects a question set from among seven sets.

The interviewers too receive only the code number of a candidate, with no details of his or her name and family details, nor are they allowed to ask any questions regarding this. The composition of the interview panel is decided just half an hour before an interview.

The BPSC, like the UPSC (Union Public Service Commission), now includes former diplomats, retired bureaucrats, and ex-IPS officers, including generals, CBI, CRPF and IB, RAW directors, as members. Its seven members, including the chairman, are selected by the Governor in consultation with state government. In the existing body, three members retired recently.

BPSC Chairman Shishir Sinha said, “The commission had been witness to several protests and litigations. We needed a completely transparent system.”

In 2009, the Patna High Court ordered had rescheduling of the BPSC’s 52nd prelims exam following a plea alleging anomalies. Earlier, in 2005, former BPSC chairman Ramsinghasan Singh and eight others had been arrested on the allegation that 184 candidates had been elevated to the Bihar Administrative Services.

Haryana and Odisha are among seven states which are keen to replicate the BPSC reforms, and chairmen of their PSCs recently visited Bihar. Earlier, a former chairman of the Uttar Pradesh Service Commission had visited the BPSC.

Sinha said their first challenge was to regularise examinations, using the same workforce and resources. Between April 2018 and October 2019, the BPSC released pending results of its 56th to 59th combined services examinations, while simultaneously conducting examinations for 60th to 62nd lists and releasing the final results. Last week, it announced the final results of its 63rd examination, with a Madhya Pradesh resident emerging as the topper. The written test for the 64th exam has been conducted and the interview would be held in the coming two months, while the BPSC just held the prelims for the 65th exam.

“Earlier, the chairman decided the members of an interview panel. We introduced a software with names of the experts, and while we call all of them an hour before the interview, the names for the panel are picked by the software with half an hour to go. The panel gets a sealed envelope with codes of 10 candidates. This ensures that till the last moment, neither candidates nor panelists nor any other staff of the commission knows who is interviewing whom,” Sinha said, adding, “The printer alone knows the questions selected, and can be held responsible for a leak.”

The BPSC’s evaluation rooms and its entrance are monitored by 30-plus CCTV cameras, while the strongroom holding the answer sheets is now just next door, to minimise human involvement in transfer of papers. The rooms are being further fortified.

As it places its house in order, the BPSC has seen a change in the profile of applicants, with many of them graduates from IITs, NITs and BITS-Pilani, the BPSC said. Administrative services are now the first preference against police services earlier. Over 20,000 applicants were from Delhi alone for the 65th prelims.

Admitting that they faced initial resistance from within, but “zero interference”, the Chairman said, “Why should interviewers know a candidate’s surname and family details? This has got us praise from the UPSC.”

BPSC Secretary Keshav Ranjan Prasad recounted his own experience, saying while he gave the prelims in 1984, he got a job only four years later. “I can understand the pain and frustration of a candidate through the prolonged process. We are aiming at completing the entire process in a year. We are pretty close to doing so.”

In the last fully completed exam (the 63rd), 90,697 candidates appeared for the prelims, 4,277 cleared the exam, 4,161 gave the written test, 924 appeared for the interview, and 355 got through. This process was completed in 15 months.

According to Dr M Rahman of Rahman’s Gurukool, Patna, “The questions this year were from history and current affairs. Candidates who have studied NCERT, current affairs and Bihar politics are expected to fare well.”

Expected Cut off:

In his opinion, the cut-off for general category will be 100, OBC 96-98, EBC 88-93, SC/ST 80-85 and female reserved 87-90.

BPSC member booked for seeking Rs 30L for DSP’s post

The Vigilance Investigation Bureau (VIB) has booked a member of the Bihar Public Service Commission (BPSC), Ram Kishore Singh, for allegedly demanding Rs 30 lakh from a candidate who was to face the interview after clearing Mains examination.

Singh, who was a BJP MLC, before being appointed a member of the BPSC in 2014, resigned few hours before an FIR was registered against him and his associate Parmeshwar Rai.

Though Singh has denied the charge, the Vigilance sleuths have informed the court that they have his voice samples and call details records in which Singh and Rai could be heard dealing with a successful candidate. “Singh is heard asking the prospective candidate to hand over the amount to Rai, who was ‘his trusted aide’. The deal, which started with Rs 30 lakh, was eventually clinched for Rs 25 lakh in which Rs 24 lakh was to be given in advance and the rest Rs 1 lakh after the result (for DSP’s post) was declared,” said the source.

Before lodging an FIR against the two accused, the Vigilance officials sent the voice samples of Singh and Rai to Central Forensic Science Laboratory (CFSL), Chandigarh, which confirmed that the voice had matched.

Hours before he was booked, Singh resigned as BPSC member citing “personal reasons”. However, his resignation has not been accepted yet. “I have been framed by my own men who were not happy ever since I was appointed as BPSC member,” said Singh, whose tenure would have otherwise ended in 2020.

“The FIR has been forwarded to the Vigilance court,” said a senior official of the VIB.

The Vigilance Investigation Bureau (VIB) lodged a case on Monday against Bihar Public Service Commission (BPSC) member Dr Ram Kishore Singh for demanding Rs 24 lakh from a candidate to ensure his success in an interview six months ago.

One of the successful candidates, who went for an interview after qualifying in examinations held in 2018 for recruitment of deputy collectors and deputy SPs, had lodged a complaint soon after the interview.

Singh, a former BJP MLC, resigned from the Commission citing “personal reasons” on Monday, hours before the FIR was lodged. He also denied the charge.

The VIB had earlier sent voice samples and call details records of Singh and his associate Parmeshwar Rai to the CFSL in Chandigarh, where they matched.

Singh, currently posted as a professor in Patliputra University, was a BJP MLC for six years before being appointed as a member of the Commission in 2014. His tenure at the BPSC would have been complete in June 2020.

VIB DIG Shankar Jha said the FIR had been sent to the special vigilance court.

Bihar Public Service Commission has invited online applications for the post of assistant engineer (mechanical and civil). The online registration process has begun from today, September 16 and the last date to apply is September 26.

After registering themselves, candidates will have to wait for next day to apply online. The last date to apply online is October 4. Last day to pay the application fee is September 30. Candidates will have to pay the application fee when they register themselves for the recruitment.

Educational qualification:

Candidates should have an engineering degree from an AICTE approved University.

Age limit:

For general class candidates, the minimum age required is of 21 years and maximum age limit extends to 37 years for male candidates and 40 years for female candidates respectively.

In case of candidates belonging to reserved category the minimum age limit is of 21 years and the maximum age limit extends to 40 years for candidates (both male and female) under BC/OBC and 42 years for candidates (both male and female) under SC/ST.

BPSC 65th Combined Prelims 2019 Application Form Date Extended; Apply Till August 11

NEW DELHI, JULY 25: Bihar Public Service Commission (BPSC) has extended the last date to fill the BPSC 65th Combined Prelims exam 2019 application form. Candidates can now fill the application form of BPSC till August 11, 2019. Earlier, the last date to fill the form was August 6. All those candidates who could not register for the application form filling by the prior last date of registration can now register till July 29. Candidates could earlier register till July 24 only. Along with the date of application and registration, the authority has also extended the last date to pay the application fee. Now, candidates can pay the application fee till August 5, 2019 which could be earlier paid till July 30.

To fill the application form of BPSC, candidates must visit the official website of the examination authority – bpsc.bih.nic.in and click on the application form link. Candidate must fill all the details in the application form correctly. Along with filling the application form, candidates must also pay the requisite application fee as per their category. Candidates belonging to General, OBC categories and other state candidates must pay Rs. 600 as the application fee, while SC/ST candidates and females (of all categories) need to pay Rs. 150 in online mode.

Before filling the application form of BPSC 2019 exam, candidates must keep certain particulars – scanned photograph , signature, mobile number, valid email ID, any one photo – identity proof issued by State or Central Government like PAN card/Aadhaar card/Voter Id card/Passport/ Driving License and details of Visa/Debit/Credit card and Net Banking to pay the application fee ready with them.

BPSC chairman meets Bihar Governor over question paper row

Chairman of Bihar Public Service Commission (BPSC) has met and briefed state Governor Lalji Tandon over civil service examination question paper in which a question referred to the governors of states as “kathputli (puppet)”.

BPSC Chairman Shishir Sinha briefed Tandon and said that action has been initiated in the matter and the commission has sought an explanation from the person who set the particular question on the role of Governor in the BPSC Mains Examination paper.

The Governor Office said in a press release, “The Chairman of BPSC informed us that anyone from commission was not aware about anything related to question paper. Even, the commission get to know about if after the completion of exam.”

“Critically examine the role of Governor in the State politics in India, particularly in Bihar. Is he a mere puppet?” the question asked in the General Knowledge Paper II examination of Bihar Public Service Commission (BPSC) Mains read, which later caused flutters in political circles.

The question paper of the BPSC Mains Examination, which was held on Sunday, has come under attack from ministers in the state.

In a damage control exercise, however, the BPSC has sought an explanation from the person who put the question on the role of Governor in BPSC Mains Examination paper. Blacklisting him, the Commission has also barred him from setting the question paper in future.

“The person who put the question on a Constitutional post in BPSC Mains Exam has been asked for an explanation and has been barred from setting a question paper in future, thereby, putting him in a blacklist. Express regret over it,” said BPSC in a press release.

The BPSC Civil Services Main examination was conducted from July 12 to July 14 while the final optional subject exam will be conducted on July 16.
