Prime Minister Narendra Modi on Tuesday said his government had taken care of Article 370 without creating any new problems in Jammu and Kashmir.

Addressing a poll rally in Jharkhand, where the second phase of voting is scheduled for December 7, Modi said: “We abolished Article 370… it was a mess created by congress but we took care of it without creating any new problems… I know that people of Jharkhand will help in the growth of J&K.”

The Centre on August 5 scrapped provisions of Article 370 and divided Jammu and Kashmir into two Union Territories — J&K and Ladakh.

Modi, who was in Khunti, also said Jharkhand was like a growing child and “like a parent who is worried about the future of their growing child I am also working for Jharkhand”.

“Jharkhand is now 19 years old. It will soon stop being a teenager… I want you to stand with me and I promise you that when Jharkhand turns 25 you will not be able to recognise it.”

The Prime Minister said BJP had succeeded in breaking the back of Naxals in Jharkhand and thanked the people of the state for putting up a fight against elements who tried to disrupt polling in the first phase on Saturday.

“I have always had a close connection with Jharkhand… I have visited the state while holding many positions. I thank you for the way you have voted in the first phase,” Modi said.

He added: “There were some elements who tried to disrupt polling in the first phase but you fought then and still turned up to vote.”

Enumerating the achievements of the BJP, Modi said: “Today we have managed to bring electricity to places where earlier opposition leaders did not even bother to visit. BJP brought the magic of solar power to Jharkhand.

“We are ensuring that farmers in Jharkhand are getting money straight into their accounts… look at the condition of farmers in non BJP states… Congress and their allies are deceiving them,” he said.

The Congress’s lacklustre campaign in Jharkhand shows the party has learnt no lessons from Maharashtra, and the dominant view within is that “the confusion at the top” continues to cast a shadow over the revival process.

Although Rahul Gandhi did campaign in Jharkhand on Monday, party seniors said the overall level of preparedness and intensity was unsatisfactory.

They contended the party’s attitude had not changed despite the shot in the arm provided by Maharashtra and Haryana, where the BJP juggernaut got derailed despite the Congress central leadership’s lack of interest in the campaigns.

While Congress politicians in Jharkhand complain of an absence of support from the high command — virtually a repeat of the Maharashtra story — many senior leaders in Delhi allege the party has not involved them in the electoral process at all.

“The main reason for this miserable state of affairs is confusion over the leadership. We all know that Sonia Gandhi is not going to continue for too long. The question on everybody’s mind is whether Rahul Gandhi will return,” a senior politician told The Telegraph.

Another senior hinted at a renewed generational tussle in the party. “The disconnect is not only with the masses; the disconnect within the party is shocking. There’s no collective effort, no central command trying to marshal all resources to win elections.”

“We saw some coordination recently to ensure that the December 14 rally on (Delhi’s) Ramlila grounds is a success, but there’s no such interest in elections. It’s a misconception that the Maharashtra turnaround has injected fresh life into the Congress machinery. The workers are enthusiastic but there’s no plan of action to channel that energy.”

The dominant view within the party is that Sonia’s leadership is a “stopgap arrangement” and it has stalled the much-needed restructuring Rahul had suggested after the defeat in the general election.

Party seniors say an effective command can be developed only with the arrival of a leader with a long-term plan. Most of them feel the situation can only get worse if Rahul refuses to return to the top job.

However, fears of drastic changes if Rahul returns may prompt some in the party to create hurdles before him.

Although the seniors admit that Rahul has improved vastly as a leader and built a formidable challenge to Narendra Modi — which the results did not reflect because of various factors — they remain concerned about his choice of functionaries.

Many of them object particularly to Rahul’s “over-reliance” on K.C. Venugopal, who was given the key post of general secretary in charge of organisation after the veteran Ashok Gehlot became chief minister of Rajasthan.

“Venugopal barely knows the Congress organisation but was appointed chairperson of all the state steering committees that chose candidates for the last Lok Sabha elections. We don’t know of anyone else in the Congress who was given that kind of importance — not even the veterans who knew the party inside out.”

Rahul has been criticised in the past for investing heavily in office-bearers such as Madhusudan Mistry, Mohan Prakash and C.P. Joshi who were widely viewed as incompetent. They were eventually removed after prolonged and open opposition from senior leaders and party workers.

Some in the Congress blame Venugopal for the poor Assembly election campaigns and say he has neither the stature nor the vision to handle big assignments.

Many party insiders, informed by their “own sources”, say the BJP would not gain a majority in Jharkhand and that proper election management and the selection of the right candidates by the Congress and the JMM could have pushed the ruling party out of the frame.

But, they rue, the party has left everything to state minder R.P.N. Singh instead of mounting a collective effort. Most party seniors on Monday expressed ignorance about the electoral process in the state.

One MP summed up the mood, saying: “Are we too fighting (the Jharkhand polls)?” 

Crores of people in Bihar set to form 1,600 km long human chain on January 19, 2020.

PATNA: Come January 19 Bihar will set yet another world record of over 16,200-km long human chain formation with more than 8 crore people across Bihar to reaffirm commitment towards liquor ban.

This would be the third human chain formation after an 11,292-km long human chain was formed in Bihar for the first time in 2017 comprising of 2 crore people.

Chief Minister Nitish Kumar claimed that the 16,200-km long formation of human chain on January 19 in 2020 would be a manifestation of people’s resolve to ensure complete prohibition and fight against social evils like child marriage and dowry.

The human chain would also create awareness on the conservation of water for life and greenery.

“The people’s commitment on Jal-Jeevan-Haryali would be reflected through the formation of world’s longest 16,200-km human chain with more than 8 crore people,” a senior officer of education department said.

In 2018, around 4 crore people formed a 14000-km long human-chain showing solidarity to the liquor ban made effective in the state from April 5 in 2016.

According to official order issued to all district education offices, the formation of human-chain will start from 11.30 am to next 30 minutes on January 19.

The centre point of proposed third human-chain would be at the historic Gandhi maidan and all district headquarters would be linked with the formation of human-chain in all the 38 districts.

The longest 1320-km long human-chain will be formed in Muzaffarpur followed by 732-km long in Samastipur, 696-km long in Patna, 648-km long in each West and East Champaran, 576-km long in Saran, 564-km long in Sitamarhi, 516-km long in Gaya, 504-km in Rohtas and Nalanda each and other districts.

Elaborate security arrangement will be made to ensure the safety of people.

Among them, the participation of women and girls is expected to be in massive numbers.

“If everything goes well, this would be the world’s longest human-chain ever made for the causes of social reforms and anti-alcoholism The Indian satellites would be clearly capturing the human chain from the space”, said a senior preferring anonymity.

Toxic Air Leads to Increase in Cases of Respiratory Diseases in Bihar.

Persistently high pollution levels in Bihar have led to an increase in the cases of respiratory diseases, especially chronic obstructive pulmonary disease (COPD), across the state, according to a report in the Times of India.

As per the data released by the Bihar state health society, the cases of acute respiratory illness (ARI) in the state have increased from over 2 lakhs in 2009 to 11 lakhs in 2018.

Patna has consistently been among the most polluted cities in India. In fact, the current pollution levels in the capital of Bihar stand as a testimony to the persistent issue of deteriorating air quality.

On Tuesday (December 3) as well, the state capital was the most polluted city in the country, according to the daily AQI bulletin by the Central Pollution Control Board. The city has recorded an overall AQI of 380, which lies in the ‘very poor’ category. It is followed by Muzaffarpur, another city from Bihar, with an AQI of 336.

The rest of the positions in the top half are occupied by Uttar Pradesh-based Varanasi (335), Ghaziabad (326) and Kanpur (316). AQIs between 301 and 400 are all classified as ‘very poor’, and CPCB says that prolonged exposure to such pollution levels can cause respiratory illness.

Between April 1 and November 4 this year, 246 cases of respiratory illnesses were reported across four major hospitals of the city, viz. PMCH, NMCH, IGIMS and AIIMS-Patna. Out of these cases, the maximum were from the district of Patna (165), followed by Vaishali (17), Nalanda (14), Bhojpur (6), Saran (5), Begusarai (5) and other districts.

In an attempt to improve the air quality across the state, the government of Bihar has reportedly proposed a ban on the movement of state-owned vehicles that are more than 15 years old. The restriction could also be extended to commercial vehicles, but only for the Patna metropolitan area.

The state cabinet is expected to give its approval to the proposal as well, by Wednesday, December 4.

Prime Minister Narendra Modi will address two election rallies in Jharkhand on Tuesday, a party spokesperson said.

His first rally is scheduled at Birsa College in Khunti district at 11 am, while the second one is at 1 pm at Steel Maidan in Jamshedpur, BJP spokesperson Shiv Pujan Pathak said on Monday.

Chief Minister Raghubar Das is contesting the polls from the Jamshedpur (East) seat, where his former cabinet colleague Saryu Roy is contesting as an Independent candidate.

Roy had resigned as a minister last month after his name did not figure in the BJP’s candidate list.

Roy, who won the 2014 assembly elections from Jamshedpur (West), filed nomination from Jamshedpur (East) to challenge Das. Nitish Kumar’s JD(U) withdrew its candidate from the seat in support of Roy.

The Congress has fielded Gourav Vallabh from Jamshedpur (East).

State Rural Development Minister Neelkanth Singh Munda is contesting from the Khunti (ST) seat.

The two seats are among the twenty assembly constituencies going to polls in the second-phase on December 7.

The five-phase elections to the 81-member House will end on December 20. Counting will take place on December 23.

BJP leaders are talking about Kashmir in Jharkhand. My question is: If you talk about Kashmir in Jharkhand, where would we talk about the unemployment, lower industrial growth and corruption in Jharkhand. People have given their mandate on national issues in Lok Sabha elections. Now, this is about Jharkhand, and 370 or Ayodhya is not an issue here.

What are the issues in the state?
The issue is rampant corruption in five years of BJP government. Right from Lokpal to development commissioner to other senior government officials, they all have flagged corruption and scam in the current government. The issue is slowdown in industrial areas which has resulted in major job losses. The issue is how this government is trying to grab the lands of tribals in the state.

Your party has a limitation in that it has influence in only certain parts of the state and the BJP has made inroads into the tribal segment as well…
We are going to surprise you with our performance this time, be it urban or rural region. We are getting support from all corners of the state. BJP is plotting with independent candidates in each constituency to divide votes. But voters this time are determined to topple the BJP government.

Despite being in alliance, the Congress and JMM came up with separate manifestos…
Every party has a right to bring out its manifesto. But when it comes to government formation, we will work out a common minimum programme.

Your party has extended support to rebel BJP leader Saryu Roy while Congress has put up a candidate against him…
In the alliance the seat has gone to the Congress and I can’t force them to leave the seat. My support to Roy is on moral grounds. He is not fighting against the CM but against corruption. At the same
time I am part of the grand alliance and am campaigning for alliance candidates across the state.

Why is Babulal Marandi not part of the alliance?
The state has only 81seats and every party has its specific requirement. We tried hard to convince him. However, he has the right to decide about his party and seats he would contest.

Nitish Kumar To Begin Bihar Tour Against Climate Change From December 3.

Patna: Bihar Chief Minister Nitish Kumar will begin his statewide ”Jal-Jeevan-Hariyali Yatra” against climate change from December 3, officials said on Monday. Emphasising the importance of water conservation and afforestation, the chief minister will undertake the four-day first phase of the tour in the northwestern districts of the state, they said.

“Nitish Kumar will commence the ”yatra” from Bagha in West Champaran district and after traversing East Champaran and Siwan districts, he will conclude the first phase of the tour at Gopalganj district,” a senior official said.

The chief minister will speak in public meetings on climate change, launch projects under his ”Jal-Jeevan-Hariyali  Abhiyan”, inspect ponds and waste management units and hold talks with officials concerned, he said.

The entire ”yatra”, during which the chief minister will traverse the length and breadth of the state, is expected to conclude by January 19, following which a human chain would be formed, the official said.

The human chain will showcase state government initiatives such as a ban on sale and consumption of liquor and drives against dowry and child marriage. The Bihar chief minister has won accolades from American business magnate Bill Gates for the initiative.

The tour comes less than a year ahead of the state Assembly elections, success in which will enable Nitish Kumar to return to power for the fourth consecutive time and ultimately make him the longest-serving chief minister of Bihar.

The JD(U) national president is known for conducting statewide tours to review progress made in the remote corners of Bihar.

The ”Jal-Jeevan-Hariyali Yatra” shares a name with the chief minister’s drive launched a few months back against climate change.

The drive was conceptualised after an all-party meeting in July this year in which members of both the Houses of the state Assembly had unanimously agreed to make efforts in combating climate change.

Jharkhand assembly election: Congress takes a backseat in Ranchi, fields Ranchi, member against BJP.

The Congress has decided not to field its own candidate against the BJP from the much contentious seat of Ranchi in the upcoming assembly election in Jharkhand, scheduled to take place in five phases.

Instead, Congress‘s ally Jharkhand Mukti Morcha (JMM) has been given the prestigious seat of Ranchi. JMM leader Mahua Maji will be contesting against BJP leader CP Singh.

Notably, BJP has won from Ranchi‘s seat for six consecutive times in state assembly elections.

According to reports, Congress has also faced opposition from its party workers over its decision of leaving the Ranchi seat.

In the 2014 Jharkhand assembly election, JMM had nominated Mahua Majhi only as its candidate from Ranchi constituency. She was defeated by BJP leader CP them Singh by a margin of 59,000 votes. In the 2014 assembly election, Congress candidate Surendra Singh had got only 7,935 votes from Ranchi seat, and he also lost his deposit.

The Jharkhand Mukti Morcha (JMM), the Congress and Lalu Prasad Yadav‘s Rashtriya Janata Dal had recently announced a pre-poll alliance for the state with former Jharkhand chief minister Hemant Soren as the alliance‘s CM face.

Congress has released four lists of a total of 27 candidates as of now for the upcoming assembly election in Jharkhand. The Congress will contest 31 seats out of 81 seats in the Jharkhand assembly.

The RJD will contest on seven seats, while the largest chunk of the alliance share has gone to the JMM, which will contest elections on 43 seats.
