UPSC Civil Services Exam is considered amongst one of the toughest exams of the world. Every year lakhs of aspirants appear for the exam but only a few hundreds can make it to the final selection list. The final selection of a candidate is decided after he qualifies all the three stages of the process i;e Prelims, Mains and Personal Interview. 

The 2019 Prelims and Mains exam have already been conducted and now the last stage, Personal Interview is bound to happen in the month of February. Many aspirants have a misconception that the personal interview is a knowledge test, however this not true. 

Personal Interview is a Personality Test 

UPSC tests your knowledge skills in the first two phases of the Prelims & Mains exam, and the interview is conducted to check your logical reasoning, presence of mind and decision-making capabilities in pressure situations. The panelists test your personality on various parameters and ask questions not just on the information you filled in DAF but also ask out of the box questions to test your logical reasoning and presence of mind. 

Nervous is Normal

UPSC Civil Service Exam carries a weightage of 275 marks and averagely an interview lasts for 30 to 35 minutes. From the moment you enter the interview room until the end, the board members test your skills on various levels. In the interview room, your mental alertness & behavior impacts the impression you create on the panelists. It is normal to be a little nervous on the day of the interview but panicking is out of the question. You need to keep your temperament cool and composed before appearing for the interview. The interviewer may ask some questions which could provoke you but you have to remain calm and answer each question with accurate diplomacy and politeness. 

When the interviewer asked, “What is that Mister?”

A candidate nervously entered the interview room and wiped his face by a hankey. As he approached the board, the board chairman pointed a finger towards his pocket and questioned: “What is that Mr.?” The candidate looked at his pocket and saw the hankey hanging from his pocket. He got embarrassed but confidently replied to the board “That sir… is a demonstrative pronoun.” The board was impressed by the answer. So no matter how nervous you never lose your calm and understand the question carefully before answering. 

The Key to Provoking questions is Patience 

Once an unmarried female candidate was asked: “what if one morning you wake up and find you’re pregnant?” The candidate very calmly answered: Sir, I will be very excited and would take an off to celebrate the good news with my husband.” The panelists were impressed by her answer. The question was asked irrespective of the time period and the candidate understood it well. Any person would have got offended or nervous if such a question was asked from them but she used her logic and presence of mind to understand the question and its context and answered it accordingly. 

When the interview panelist asked, “What will you do if I run away with your sister?”

Similarly, another candidate was asked, “What will you do if I run away with your sister?” The candidate smartly replied, “Sir, I will never find a better match than you for my sister.” In such situations where the panelists ask you a question that can be provocative and may sound offensive, it is necessary to understand the context and gist of the question and answer the same accordingly with patience and presence of mind. Such questions are asked to test your ability to work in unfavorable conditions and to test your temperament maintaining skills. 

The real test of your Mental Alertness 

A candidate was asked “Twenty years back, there was a plane which crashed from nearly 20,000 feet over Germany. It is important to remember that Germany at that period was partitioned as East Germany and West Germany. In that incident where would you bury the survivors? In East Germany? West Germany? Or no man’s island?”

The candidate answered “Sir, survivors aren’t buried” The answer reveals the attentiveness and alertness of the candidate while hearing the question and the use of the presence of mind to present the answer. Hence you must include this practice in your daily routine and be alert about your surroundings. 

Situational Questions to understand your thought process

Sometimes the interviewer asks a question based on a certain situation to test your decision making capability and presence of mind. Like a candidate was asked “You are driving along in your car on a wild, stormy night,

it’s raining heavily when suddenly you pass by a bus stop, and you see three people waiting for a bus:

An old lady who looks as if she is about to die.

An old friend who once saved your life.

The perfect partner you have been dreaming about.

Which one would you choose to offer a ride to, knowing very well that there could only be one passenger in your car?

In answer, the candidate replied “I would give the car keys to my Old friend and let him take the lady to the hospital. I would stay behind and wait for the bus with the partner of my dreams” 

Here, the candidate showcased his spontaneity in decision making and the presence of mind to analyze the situation.

When a candidate was asked, “Bay of Bengal is in which state?”

Once a candidate was asked a question “In which state is the Bay of Bengal?” The candidate answered “Liquid state.” Interviewers often ask questions that make you think out of the box. For example, the answer to this question was not related to the 29 states of India, but from the concept of science.

Logic with Common Sense

Along with logic, it is also important to use your common sense. Your answer should be valid according to the situation. Like when a candidate was asked “If a red house is made from red bricks, pink house … from pink bricks, blue house … from blue bricks, and black house … from black bricks, then what is greenhouse made from? “

So in response to this, he said that “Greenhouses are made of glass”. Similarly, at that time you need to use logic as well as common sense to answer the question.

So as we stated in the beginning, the personal interview of UPSC Civil Services is conducted to test the qualities of a future IAS, rather than testing the factual knowledge of a candidate. For this, it is important that you stay alert and listen and understand every question carefully. Some questions will confuse and puzzle you, but if you remain calm and answer the questions with common sense, then your selection is confirmed.

Jharkhand elections: Parties not walking talk on women candidates.

RANCHI: While parties of all hues pledged 50 per cent reservation for women in government jobs, in their respective manifestoes for the ongoing Jharkhand Assembly elections, none have come even close to walking the talk by giving enough tickets to women candidates.

The parties, which promised to reserve 33 per cent tickets for women candidates, have failed to put even 17 per cent women on their tickets.While former chief minister Babulal Marandi’s Jharkhand Vikas Morcha (JVM) could put 11 women in fray, the most of all the contesting parties, the All Jharkhand Students Union (AJSU) came a close second, fielding 9 women candidates. The JVM announced nominees for all seats in the 81-member Assembly, the AJSU named candidates for 52.

However, in terms of percentage of women representation, JVM lags AJSU by 3.4%. While the percentage of AJSU’s women candidates stands at 16.9 per cent, the JVM falls marginally behind at 13.5 per cent.
At seven, the Bharatiya Janata Party (BJP) has fielded the third most women candidates, while the Congress lags with a paltry 5 per cent. While the BJP is contesting 80 seats, the Congress is in fray in 31. The Jharkhand Mukti Morcha (JMM) fares even worse, with just 6 of its 43 candidates being women.
Political experts said the primary reason why the parties shied away from giving more tickets to women is that they are not taken seriously by voters, unless they are accomplished names in politics or other fields.
“Another reason why women leaders aren’t considered for tickets is that they are not as active in the field as their male counterparts. Most step out of their homes only when they are named candidates,” said a political expert, asking not to be named.

Only women who have established themselves in the field of politics are wooed for tickets by parties, he added.The contesting parties, however, asserted that winability, not gender, is the only criterion when it comes to deciding their poll candidates.

Maoists trigger IED blast, 2 CoBRA personnel hurt
Maoists triggered an IED blast near the Vijaygiri hillock, in the Tamar police station area of Ranchi on Sunday morning. The attack left two personnel of Commando Battalions for Resolute Action, (CoBRA) injured. The security personnel were escorting a polling party when the explosive device was detonated. Police said both the injured personnel are believed to be out of danger. “The CoBRA personnel were sent to escort polling officials on their way back from a booth,” ML Meena, ADG (Operations) and spokesperson for Jharkhand Police, said.

Won’t spare anyone if provoked: Rajnath
Union Defence Minister Rajnath Singh on Sunday said India never provoked any nation, but, if incited, it would not spare anyone. Addressing a poll meeting at Jharia in Jharkhand, he said the measures taken by the Narendra Modi-led government to curb terrorism have cemented India’s reputation as one of the strongest nations in the world. “Our intention is clear. Our policy is clear…Hum duniya ke kisi desh ko chhedenge naihin; lekin jo hum ko chhedega, hum chhodenge nahin (we will never provoke any country, but, if provoked, will not spare anyone),” the Union minister said.

Jharkhand Assembly Election 2019: CM Raghubar Das, Speaker Dinesh Oraon among big names in second phase.

Chief minister Raghubar Das, state assembly Speaker Dinesh Oraon, former state food supply minister Saryu Roy and the BJP’s state unit president Laxman Gilua are among the key contestants in the second phase of assembly election in Jharkhand on Saturday.

Raghubar Das is locked in a bitter battle with his former cabinet colleague and now Independent candidate Saryu Roy in his home constituency of Jamshedpur-East.

The BJP’s state unit president Laxman Gilua is fighting it out against the Jharkhand Mukti Morcha’s (JMM’s) Sukhram Oraon in Chakradharpur seat. Sukhram Oraon is the former member of legislative assembly (MLA) from the seat.

Everyone’s eyes are also on Chakradharpur because of the contest between sitting MLA Shashi Bhusan Samad as the Jharkhand Vikas Morcha (Prajatantrik) candidate and All Jharkhand Students Union (AJSU) Party nominee Ram Lal Munda.

The chief minister has promised to make it a district if voted to power.

In Sisai seat, state assembly speaker and the Bharatiya Janata Party’s candidate Dinesh Oraon is caught in a direct fight with JMM candidate Jigga Susaran Horo. Dinesh Oraon had won the seat in 2014.

The state’s rural development and parliamentary Neelkanth Singh Munda is facing an uphill task in his home constituency Khunti with JMM’s Sushil Pahan as his rival in the Jharkhand Assembly Election 2019.

JVM-P candidate and social activist Dayamani Barla has made it a triangular fight in Khunti, where controversial Patthalgadi movement ruled the roost for over a year and is plagued by tribal anger and unrest for long.

Tamar is another seat of interest in the Jharkhand Assembly Election 2019 where the JMM’s Vikas Munda, son of former minister Ramesh Singh Munda, is taking on the BJP’s Rita Devi.

Surrendered Maoist commander Kundan Pahan and former minister Raja Peter, both in jail for Ramesh Singh Munda’s murder, are also contesting from the seat. Peter had earlier defeated former chief minister Sibu Soren.

The BJP and JMM are in a direct fight in the three districts of Kolhan where 13 assembly seats are polling.

The BJP had five seats in East Singhbhum and erstwhile ally AJSU Party had one seat in East Singhbhum. The JMM, on the other hand, had all the five seats in West Singhbhum and both the seats in Seraikela-Kharsawan district in 2014.

More than 48,25,000 voters will choose their representatives among the 260 candidates in the second phase of the Jharkhand Assembly Elections 2019.

The first phase was held on November 30. The fifth and final phase of polling will take place on December 20 and votes will be counted on December 23.

Jharkhand Assembly Election 2019: 1 dead, 2 injured in police firing at polling booth.

A villager was killed and two others were injured after police opened fire to control a mob pelting stones on security forces at a polling booth in Jharkhand’s Sisai assembly segment on Saturday.

Eight others, including the officer-in-charge of Sisai police station, two constables and a journalist, were also injured in the stone-pelting incident.

The incident took place at booth number 36 in Badhni village under Gumla district.

“Villagers tried to snatch arms from Rapid Protection Force (RPF) deployed at the polling booth. In order to control the mob, police had to open fire in which one person died and two others received bullet injuries on thigh and shoulder. They are reportedly out of danger and have been shifted to Ranchi hospital,” Jharkhand’s chief electoral officer Vinay Choubey said.

“Voting has been stopped at the said booth. There is all probability that a re-polling on this booth will be announced,” Choubey added.

According to police, supporters of two different political parties entered into a brawl at the booth. Police personnel deployed there interfered but they picked up a fight with the forces as well.

Villagers started snatching arms from police and pelted stones on them compelling the forces to launch a crackdown in self-defence, officials said.

The villager who died was identified as Gilani Ansari and those who received bullet injuries in the police firing as Asfaq Ansari and Khoofa Ansari.

Officer-in-charge of Sisai police station Vishnu Dev Choudhary, police constables Akhilesh Yadav and Rahul, police driver Sitaram Singh, journalist Sitaram Singh and three villagers were injured in the stone-pelting.

All the injured were rushed to Gumla Sadar Hospital for treatment.

Additional forces have been rushed to the spot. Gumla’s superintendent of police AK Jha and other senior officials of district administration were camping in the village.

Voting for the second phase of Jharkhand Assembly Election 2019 in 20 assembly constituencies began at 7am on Saturday.

In Sisai, the Bharatiya Janata Party’s (BJP’s) candidate and assembly Speaker Dinesh Oraon is in a direct fight with JMM’s nominee Jigga Susaran Horo.
