Patna: A woman from Bihar has claimed that she was kidnapped, held hostage and gang-raped by a group of men in the state’s Nalanda district. In her complaint, the woman alleged that she was abducted by an acquaintance who managed to get her out of her husband’s home on the pretext of taking her to her parents’ home by deceiving her into believing that her father was unwell.

The woman, who got married about two months ago, claimed that she was abducted on July 16. A man known to her arrived at her husband’s home and told the complainant that her father was unwell. The accused then offered to drop her off at her parental home. After she took up the offer, she was taken to a residence where she was held hostage for a total of seven days and gang-raped by four men.

In her complainant, the woman further claimed that the accused also stole her jewellery and cash. On July 23, she managed to flee her captors and reached her husband’s home. She then narrated her ordeal before the police in Rahui who registered an FIR on the basis of her complaint. An investigation into the matter is underway by personnel attached with the Ghoswari police station. The survivor has identified one of the accused by name. More details are awaited as this is a developing story and the matter is under active investigation.

A similar incident has come to light from Samastipur where a woman has alleged that she was abducted and gang-raped by six men. The complainant also told police that the accused recorded illicit videos of her and the same are doing rounds on social media. The woman’s husband works in New Delhi and rushed back to his home in Bihar after the matter was brought to his attention.

Officials with the Hasanpur police station in Samastipur district arrested three people in connection with the alleged gang-rape of the 35-year-old woman. A preliminary investigation by police had revealed that she was going to meet her sister-in-law when she was abducted and taken to an isolated farm where she was gang-raped by six men. They even gagged her with a cloth to ensure that the sound of her screams does not alert locals. The accused were reportedly booked under sections 376 and 362 of the Indian Penal Code along with section 66E of the Information Technology (IT) Act.

According to government data from 2015-16, Bihar is India’s fifth poorest and third most populous state, with the country’s highest total fertility rate at 3.4 children per woman.

A survey conducted in Bihar by IndiaSpend found that 94 percent of sexually active women aged between 15-49 knew of at least one of the eight contraceptive methods available, but only 20.1 percent (one in five) were currently using them. It also found that a higher number of unmarried, sexually active women used contraceptives (42 percent) than married ones (27 percent).

So if there is widespread knowledge about contraceptives in Bihar, why is there such less usage?

The survey suggested that the fear of side-effects was the biggest cause. This was followed by the desire the conceive, a general disinclination to use contraceptives, and opposition from partners. Other reasons included lack of access and knowledge, and religious objections.

According to the survey, the most preferred method of contraception in the district of Gaya, was Copper T – an intrauterine device made of copper. This was followed by withdrawal from the man, tubal ligation, and condoms.

The survey also found that the burden of contraception is almost entirely borne by the women. Supporting this finding, data from the Health Management Information System showed that among all the sterilisation procedures conducted in Bihar in 2017, 98.9 percent were on women.

A report by the Human Rights Law Network (HRLN) assessed the role of the government in the delivery of contraceptive information and services to women.

It said that India committed to distribute contraceptives at the community level through 8.6 lakh community health workers, known as ASHAs (Accredited Social Health Activists) by 2020, at the 2012 London Summit on Family Planning. However, modern contraceptive prevalence rates in India are growing at an unsatisfactory rate, suggesting that the country is unlikely to meet its goal.

ASHAs are the key administrators of family planning services at the community level, and work primarily towards encouraging female sterilisation procedures.

Although the ASHA programme is a crucial part of the National Rural Health Mission (NHRM), the number of ASHA workers engaged across the country, as of 2014, shows a shortfall of around 3.4 lakh.

Among the suggestions on the way forward for better contraceptive use and knowledge in rural India, the report said that there needs to be more extensive training for ASHA workers, emphasising on counselling techniques so that they are equipped to ‘break down communication and socio-cultural barriers relating to contraceptive use at the community level.’

It also said that ASHA workers should be paid a fixed-rate salary in order to ensure they provide unbiased and comprehensive contraceptive information and services, without a disproportionate focus on female sterilisation.

Jharkhand varsity ‘defenceless’ in job market

Jharkhand Raksha Shakti University, established in 2016 to provide efficient and trained professionals to meet the demands of police and other security forces, is in the eye of a storm with JMM leader Hemant Soren questioning its efficacy by suggesting that many of its graduates were now working as ATM guards.

While students did not quite endorse Hemant’s views, aired in a tweet, they, however, expressed their displeasure with the university authorities for not organising placements properly and not briefing potential recruiters adequately about the various courses in criminology, forensic sciences and industrial security that they were taught.

On July 22, Hemant tweeted: “Jharkhand Raksha Viswavidyalaya ko @dasraghubar ji ne tamjham ke baad shuru kiya aur aaj pahle batch ke bacche sadak par hain. Bhari fees bharne ke baad inhe majboor kiya gaya Bangalore mein ATM guard ki naukri karne ko. Bataiye kya lakhon, varshon shiksha lene ke baad yahi naukri ke haqdar hai Jharkhand ke yuva? (Raghubar Das started the Jharkhand Raksha (Shakti) University with great fanfare but its first batch of students are on the streets. They pay steep fees and yet are compelled to work as ATM security guards in Bangalore. Tell me, are Jharkhand’s youths only worthy of these jobs after spending lakhs and years on education?”

At the university at Meur’s Road campus, students aired their views on the tweet freely but did not want to be identified.

“Security agencies want to appoint us as guards when we approach them because they do not an idea about the courses we are taught. I hold the university authorities responsible for this as it did nothing to let the agencies know what qualifications we have,” said one who completed a one-year post graduate diploma in industrial security this year.

Another student, who has done an MSc in criminology this year, agreed.

“The university is taking no steps to ensure placements. It should have signed an MoU with various employers in the government and the private sector to ensure placements. Hence, despite getting the best education, students are not getting jobs. We are struggling like any other state university students,” he said.

An assistant professor of the university did not deny the students’ contention, but clarified that a university wasn’t supposed to provide jobs.

“A university can give education. But for jobs, students have to make their own efforts by appearing in various competitive examinations, meeting employers and impressing them with their skills,” he said, adding that Jharkhand Rakshashakti University was imparting quality education in its chosen fields.

“But as far as agencies’ offer of ATM security guards is concerned, it is the fault of the particular agency, not ours,” he added.

Asked to comment specifically on Hemant’s tweet, the assistant professor said: “The first batch of 70 students, whom the JMM leader was apparently referring to in his tweet, was well trained. To the best of my knowledge, 50 per cent have got jobs and those who haven’ are competent enough to get jobs. Students of the university are given 15 grace marks in police recruitment examinations.”

Registrar Manoranjan Kumar Jamuar parried a comment, saying he was in a meeting. But vice chancellor Ajoy Kumar Singh rejected Hemant’s views.

“This year, out of 15 students who appeared for NET in criminology, five qualified. This indicates that our teaching level is good. Also, as many as 10 students got admission in Delhi University,” he added.

Jamuar also claimed that the university’s placement records were better than general universities of Jharkhand, but did not present data to back his claim.

The state government established Jharkhand Raksha shakti University in 2016 to provide trained manpower to meet the demands of police, military and other security forces by providing an opportunity to youths of the state to build careers in these services.

Students are also offered training to tackle contemporary challenges arising out of terrorism, economic offences, cyber crimes, telecommunication offences and the other offences that require expertise in forensic science.

Open drain kills girl in Ranchi shocker

A four-year-old girl fell into an open, waterlogged drain barely 100 metres from her home in Hindpiri to be fatally swept away on Wednesday afternoon, her family blaming the Ranchi Municipal Corporation’s callousness for her death.

The girl, Falak, a close neighbour of RMC ward 23 councillor Sajda Khatoon at Nala Road in Hindpiri, was on her way to attend her tuition class when she slipped and fell into the arterial drain around 1.30pm.

Though dozens of bystanders jumped in to rescue her, she could not be found.

Four hours later, her body was recovered 5km away from the Subernarekha river in Chutia, where the drain flows into the river.

The killer drain, which channels dirty water of Hindpiri, Main Road and other adjoining localities, lacks every basic safety feature despite being situated in the heart of a so-called Smart City.

A bystander said that Falak had stopped to buy chocolates at a neighbourhood shop near the drain, which had neither any cover not barrier at that stretch, when she seemed to take a misstep and fell into the dirty water.

“I was right there, talking on my cellphone, so were many others. We rushed to the spot. I could clutch her schoolbag but could not save her, the currents of the drain water were so strong that she was gone,” a shocked Md Kasib told this paper.

Falak lived with her parents and younger sister Alia, who is 2 years old.

Her uncle Md Arshad said they could not believe a child could die so easily because of the city’s poor drainage system. “My niece became a victim of Ranchi Municipal Corporation’s carelessness. For hours we frantically searched for her across the stretch of the drain, all the way to Kadru. Finally her body was found stuck in garbage in the Subernarekha river,” said Arshad.

Ranchi Main Road from Ekra Masjid forks right to the narrow and potholed Nala Road with the uncovered drain.

“RMC built the drain but did not bother to cover it. At some places, people pooled in their own money and to put covers. The road has no flank. Not a single day passes when people and bikers fall in the drain,” said Md Imran.

“It gets dangerous in monsoon as the drain becomes a swollen river.”

He added that ward councillor Khatoon wasn’t bothered. “We have demanded a cover for the drain many times in the past but no one bothered to listen,” said Md Nasim, another resident.

Khatoon did not respond to phone calls when The Telegraph tried to contact her.

Ranchi deputy mayor Sanjeev Vijayvargiya, who visited the locality around 3pm when Falak’s body was still missing, promised to get the open drain covered with concrete slabs, but did not give a deadline.

“This was a tragic incident. The drain has many criss-crosses. Apparently, the child was washed away towards Guru Nanak School. I will call a meeting of the RMC on open drains,” said Vijayvargiya.

Situation in Bihar to worsen after heavy rainfall in Nepal

The flood situation in Bihar remained grim on Wednesday and is expected to worsen as neighbouring Nepal is witnessing heavy rainfall and the water from the overflowing rivers there may flow in to Bihar, an official said.

So far, 106 people have died while over eight million have been affected by the floods in Bihar. Thousands have been displaced across the state’s 12 districts as rivers are flowing above the danger mark at several places, officials said.

An official from the Water Resources Department said that heavy rainfall in Nepal since Monday is bound to worsen the situation in Bihar.

Latest reports suggest that the water level in major rivers is continuing to rise and embankments have been breached at several places. Water is also spreading to new areas, forcing people to take shelter at safer places, officials said.

Bihar Water Resources Minister Sanjay Jha told the media that embankments were breached at several places due to heavy rainfall. “We are working to repair embankments,” he said.

Jha said the government is doing everything possible to help the flood victims.

According to Wednesday’s report on the website of the Disaster Management Department, more than eight million people living in 1,238 panchayats in 12 districts have been affected by the floods that were caused by heavy rain in north Bihar and the catchment areas of major rivers in neighbouring Nepal.

Taking serious note of the flood situation, Chief Minister Nitish Kumar has directed the airdropping of relief, particularly food packets, in the affected districts.

Opposition legislators have been raising the issue of the failure of the state government to protect embankments and to carry out adequate rescue and relief operations.

The Disaster Management Department said relief and rescue operations were continuing in the flood-affected areas. A total of 26 companies of the National Disaster Response Force, the State Disaster Response Force and the Seema Sashatra Bal have been deployed in the affected districts to carry out rescue operations.

UPSC prelims qualifiers to get free coaching, hostel, food, library in Rajasthan

Students qualifying the preliminary round of the Union Public Service Commission exam can now get free hostel, food, study material, coaching and library facilities as per a recent circular issued by the Rajasthan institute of cooperative education and management (RICEM). RICEM is a training institution promoted by the government of Rajasthan with a view to develop human resources in cooperative, public and private sectors.

As per the circular, the ‘Medhavi Sehkaari Sehyog Yojana’ is meant to benefit meritorious students who qualify UPSC prelims, but do not have favourable financial and family conditions.

A seven day window will be provided to students who have qualified the prelims to apply online and offline for procuring free hostel, food, study material, coaching and library facility provided by RICEM. Priority will be given to students hailing from below poverty line (BPL) families, specially abled, orphans, reserved categories and candidates who have given interviews before the UPSC or Rajasthan Public service commission (RPSC).

The procedure for application will go on for seven days and the scrutiny will be carried out in another two days said the circular. The application can be done offline at the RICEM office and online by sending the application along with all the documents at jaipurricem@gmail.com . Applicants can also avail further information at www.ricem.org.

The last date for application is July 27. Apart from personal details, the applicant is required to state any special reason as to why he should he/she be eligible for the freebies. The required documents to be enclosed for application include, documents of academic exams, bonafied, residence identity (AADHAR) and ITR (income tax returns) of parents along with the application.

Goa to probe mass influx of labourers by Patna-Vasco Express

Former Goa Minister Rohan Khaunte on Wednesday expressed concern about hordes of labourers arriving at Goa’s Thivim railway station by the Patna-Vasco Express, while also stating that the immigrants could be used as vote banks by politicians.

Responding to Khaunte’s concerns, Chief Minister Pramod Sawant told the Goa legislative assembly that he had directed the North Goa Collector to probe the mass arrival of labourers by train number 12742 and their whereabouts.

“When a train full of labourers arrives in Goa, there is fear. Labourers come to Goa for work and then they get a plot with help of elements in panchayats, they build a house and then become voters. Where have they come from, what are their antecedents, needs to be checked,” Khaunte told the legislative assembly during Question Hour.

Khaunte’s comment comes days after a video of hundreds of passengers alighting the train number 12742 Patna-Vasco Express at the Thivim railway station in North Goa went viral on social media.

Nationalist Congress Party MLA Churchill Alemao also alleged that the employment ratio between Goans and non-Goans in the state’s casinos was skewed, urging the Chief Minister to ensure that more Goans get employment in the casino industry.

“80 per cent employees of casinos are outsiders. Casinos are needed for revenue, but they have to give jobs to Goans. Most of the jobs are taken by Manipuris and Nepalis,” Alemao said, even as Sawant assured the House that he would direct the state Labour Ministry to examine the issue.

23 dead in Bihar, Jharkhand after lightning strike

At least 23 people were killed and three others injured in lightning strikes in Bihar and Jharkhand, police said on Wednesday.

Thirteen people died in Aurangabad, East Champaran and Bhagalpur districts of Bihar, while in Jharkhand, 10 people lost their lives in Jamtara, Ramgarh and Pakur districts.

The deaths in lightning strikes occurred since Tuesday night, police officials said adding that three persons were injured in Jharkhand.

Bihar is also witnessing heavy rains.

Of the seven deceased in Aurangabad district of central Bihar, four persons, including a woman, were killed on Tuesday night in Goh police station area, Station House Officer (SHO) Venkateshwar Ojha said.

Three more persons died in Rafiganj and Kasma police station areas of the district.

In East Champaran, two persons, including a 13-year-old girl, died in their sleep when lightning struck the asbestos roof of their house in Patpariya village under Mofussil police station limits, the Station House Officer (SHO) Manish Kumar said.

Two others were killed in Gobindganj and Kotwa police station areas in lightning strikes in the morning.

A couple of more persons lost their lives at Sanokhar and Amanda police station areas in Bhagalpur district on Tuesday night, police said.

Unconfirmed reports, however, claimed that over 30 people were killed in the rain-hit state.

The state disaster management department said Bihar has received an average rainfall of 28.9 mm on Wednesday, which was 221 per cent above normal.

In Jharkhand, five persons, including two minors, were killed and another suffered injuries at Kusmahapahadi block of Jamtara district, Circle Officer Chandradev Prasad said.

All of them were returning after taking a bath at a nearby pond when it started raining. They stood under a road bridge when lightning struck them.

A 60-year-old woman also lost her life at Bindapathar village in Jamtara, the circle officer said.

In Ramgarh district, two persons were killed and as many injured when lightning struck them at Chikor village. They were watching a cricket match standing under a tree when the incident happened, Patratu sub-divisional police officer Prakash Chandra Mahto said.

Two women also died in lightning strikes while working in the fields at Littipara and Hiranpur police station areas in Pakur district, police said.

Litchi industry in Bihar faces huge loss after encephalitis outbreak

Unlike previous years, the summer this year initially brought wide smiles on the faces of farmers in Bihar’s Muzaffarpur district as the region witnessed a bumper crop of litchi, the luscious fruit grown abundantly here. The joy, however, was short lived as the crop once again came under the scanner of researchers and medical experts following the death of 204 children and 938 cases in hospitals across the state due to the Acute Encephalitis Syndrome (AES).

The deaths dealt a severe blow to the litchi industry which has resulted in huge losses for the farmers and traders involved in the seasonal business that is a major source of revenue for the local economy.

Bihar is the top litchi producing state in India and according to figures provided by the former union agriculture minister to Lok Sabha last year, the state accounts for 300,000 metric tonnes of litchi, which is produced on 32,000 hectare areas. Mohammed Nizamauddin, a prominent litchi farmer and trader from Muzaffarpur, is yet to come to terms to the enormous loss. Nizam, as he is fondly called, has been in the business for more than a decade now. This year he suffered losses to the tune of around Rs 1.5 million.

The loss has put all his plans to visit a tourist destination in a quandary.

“Negative propaganda about the fruit, which has high protein and nutritional value, took a toll on its demand and supply,” lamented Nizam.

Other litchi growers across Muzaffarpur are facing a similar situation due to the negative publicity of the fruit following the AES deaths.

Traders said that the industry has suffered losses to the tune of Rs 100 billion. Last year the litchi traders did a business to the tune of Rs 60 billion and due to bumper crop this year, they had expected the business to rise to Rs 100 billion. Besides, export, supply of the fruit to various processing plants has been adversely hit. The litchi farmers and traders are worried as their crop has been blamed for a disease that still remains a mystery and there is no authentic proof of its connection with AES.

Their concerns found support from BJP MLC Sanjay Paswan, who had raised the matter in Bihar assembly while MP Rajiv Pratap Rudy also raised the matter in Parliament.

“Wrong propaganda that litchi was behind the cause of AES deaths has led to the enormous losses. Nearly 100 tonnes of fruit pulp of Rs 6.5 million market value is still lying unused after the false propaganda that litchi was the culprit behind the AES deaths,” said K P Thakur, one of the leading litchi traders and owner of Litchica International.

Thakur exports litchi juice to USA, Australia, New Zealand besides supplying the same to Mumbai and Delhi. “No orders came this year either from USA, Australia or New Zealand causing a loss of Rs 3 million,” said Thakur, who has an annual turnover of Rs 30 million.

Thakur is not alone. “There are close to one lakh people including producers, businessmen and labourers who are directly or indirectly involved in this litchi business in four major litchi producing areas of Muzaffarpur, Vaishali, Samastipur and East Champaran,” said Bachcha Singh, president of Litchi Grower’s Association.

According to a report by the Bihar horticulture department, there are 45,000 litchi-growing farmers in Muzaffarpur alone.

“The AES false propaganda, though it came at later stages, must have caused a loss of more than Rs 1 billion alone in Muzaffarpur,” said Singh.

“Such was the impact that litchi, which usually disappears from the market by mid-june, had no takers till June 25 this year,” added Singh.

The Litchi Grower’s Association president cited that another reason for mounting loss has been the railway’s decision to discontinue the services of parcel van in Pawan Express for Mumbai forcing litchi traders to send their product by trucks. “We used to send 30 tonnes of litchis per day to Mumbai by Pawan Express. But after the railway’s withdrew the service in 2018, the fruit is sent by truck as a result of which, one-fourth of the total litchis get damaged and the fruit also doesn’t remain fresh, resulting in low price,” rued Singh.

Smelling a conspiracy, Thakur said that same litchis did not cause any problem in Uttar Pradesh.

“Litchis have high percentage of phosphorus and when poor kids eat rotten fruit empty stomach, it increases sugar levels and make kids vulnerable to sun stroke,” said Thakur.

Thakur and other traders have found support from BJP MP Rajiv Pratap Rudy and BJP Bihar MLC Sanjay Paswan, who alleged that a campaign was launched against litchi under a conspiracy.

India is the second largest producer of litchi in the World after China. Other major litchi producing countries are Thailand, Australia, South Africa, Madagascar and Florida in US.

Among fruit crops, litchi ranks seventh in area and ninth in production but is sixth in terms of value in India. The national average productivity of litchi is 6.1 t/ha, which is much lower than the realizable yield of the crop under well managed condition.

IAS Officer Ajay Kumar Bhalla Appointed Next Union Home Secretary

New Delhi: Power Secretary Ajay Kumar Bhalla on Wednesday was appointed Officer on Special Duty in the Home Ministry and he will take over as the new Union Home Secretary succeeding Rajiv Gauba when he retires on August 31.

According to an official order, Bhalla, a 1984 batch IAS officer of the Assam-Meghalaya cadre, will join the MHA with immediate effect and continue to function as OSD till Gauba retires for smooth transition of the charges.

Bhalla will have a fixed two-year tenure as union home secretary till August 2021.

The government also appointed Atanu Chakraborty, a 1985 batch Gujarat cadre IAS officer, as the new Secretary, Department of Economic Affairs succeeding S C Garg, who will be the new Power Secretary.

Anil Kumar Khachi, a 1986-batch IAS from Himachal Pradesh cadre will be the new Secretary, Disinvestment succeeding Chakraborty, a government order said.

Anshu Prakash, 1986-batch UT cadre IAS officer, was appointed Secretary in the Department of Telecommunication while his batch-mate from West Bengal cadre RS Shukla will join as Secretary, Parliamentary Affairs, it said.

Ravi Capoor, a 1986-batch Assam Meghalaya cadre, was appointed Secretary, Textiles while his batch-mate Atul Chaturvedi was sent to Animal Husbandry and Dairying department in same capacity.

Another Gujarat cadre officer P D Vaghela, 1986-batch, will be the new Secretary in Department of Pharmaceuticals, the order said.

GV Venugopala Sarma, IAS from Odisha cadre, was appointed Member Secretary, National Disaster Management Authority in the rank and pay of Secretary by temporarily upgrading the post.

His batch mate from Gujarat, Guruprasad Mohapatra was appointed Secretary, Department for Promotion of Industry and Internal Trade. Mohapatra is the Chairman, Airports Authority of India in the Civil Aviation Ministry.

The ACC also cleared in-situ upgrade of 12 IAS officers of 1986 batch to the level of Special Secretary in the rank and pay of Secretary, as a measure personal to them, by temporarily upgrading the post held by them, the order said.

Those 1986-batch IAS promoted as special secretaries include Anil Kumar Jain in the Environment Ministry, Subash Chandra in the Department of Defence, Sanjeev Nandan Sahai in the Power Ministry, Shambhu Singh in the Roads and Transport Ministry, Ravi Mittal in the Department of Financial Services, Pramod Kumar Das in the Department of Expenditure and Sanjeeva Kumar in the Ministry of Health and Family Welfare, it said.

IAS from MP cadre S P Singh Parihar, Chairman, Central Pollution Control Board was given the rank and pay of Secretary, it said. Rakesh Kumar Gupta, Jammu Kashmir cadre IAS officer, was appointed Secretary, Union Public Service Commission, it said.

Alok Vardhan Chaturvedi from Bihar cadre will be new Director General in the Directorate General of Foreign Trade in the rank and pay of Secretary. Satbir Bedi, IAS from UT cadre serving as Chairperson, National Council for Teacher Education was given the rank and pay of Secretary.

Umesh Sinha, UP cadre IAS, currently serving as Deputy Election Commissioner has been given the rank and pay of Secretary, it said.
