At 650, Bihar leads in extreme weather deaths in 2019: IMD report

Bihar suffered the most – with 650 deaths – due to various extreme weather conditions in the country last year, a compilation by the India Meteorological Department (IMD) from media and government reports showed.

An official statement issued by the IMD showed that almost 1,560 people died in 2019 due to unusual weather events.

These include heavy rain and floods, heat wave, lightning, thunderstorm and hailstorm.

The year 2019 was the seventh warmest recorded in the country since 1901, the statement showed. This was substantially lower than the highest warming observed over India during 2016, it added.

In 2019, the IMD statement said that eight cyclonic storms formed over the seas against the normal of five. “Heavy rain and flood-related incidents reportedly claimed over 850 lives from different parts of the country during the pre-monsoon, monsoon and post-monsoon periods. Of these, 306 lives were lost from Bihar alone,136 from Maharashtra, 107 from Uttar Pradesh, 88 from Kerala, 80 from Rajasthan and 43 from Karnataka,” the statement said.

Meanwhile, in a related event, the Centre on Monday approved the release of Rs 5,908.56 crore to seven states, including Uttar Pradesh, Karnataka and Assam, as assistance for the damage caused due to various calamities last year.

The home ministry, in a statement, said the decision was taken at a meeting of a high-level committee (HLC), chaired by Union home minister Amit Shah.

The HLC approved additional central assistance of Rs 5,908.56 crore to seven states from the National Disaster Response Fund (NDRF). Of this, Rs 616.63 crore will be given to Assam, Rs 284.93 crore to Himachal Pradesh, Rs 1,869.85 crore to Karnataka, Rs 1,749.73 crore to Madhya Pradesh, Rs 956.93 crore to Maharashtra, Rs 63.32 to Tripura and Rs 367.17 crore to Uttar Pradesh for floods, landslides or cloudburst during the monsoon season, the statement said.

Earlier, the central government released an interim financial assistance of Rs 3,200 crore to four states – Rs 1,200 crore to Karnataka, Rs 1,000 crore to Madhya Pradesh, Rs 600 crore to Maharashtra and Rs 400 crore to Bihar.

During 2019-20, the government released Rs 8,068.33 crore to 27 states as central share from the State Disaster Response Fund (SDRF).

Large-scale violence erupted in the JNU campus last night where hundreds of masked men entered the campus, attacked students and faculty members with sticks and rods. The university administration released a statement saying that the students who opposed the registration in the new semester attacked the students who were registering and wanted to study. It is alleged that Leftist students, protesting against the marginal fee hike in JNU were opposed to students registering for the new semester.

Now, BPSC officer who is studying in JNU has also taken to Facebook to narrate his harrowing experience after masked goons laid siege in the JNU campus. According to his account, it was the Leftists who indulged in largescale violence.

Bhaskar Jyoti says that around 8 PM, he escaped from the JNU hostel to take refuge in a friend’s house and he has no idea what would have happened had he stayed in the hostel. He says that his friend was on his way from the Kaveri hostel to the Periyar hostel to check up on him when his head was busted by Leftist goons.

He says that two days ago, the Naxalites (Leftist students, in all probability) had shut down the entire WiFi system and that masked goons had cut all the cables so the registration process cannot be carried out. He alleges that the students who wanted to register were making a list of the miscreants who were disrupting the registration process and it is in this backdrop that the violence took place.

He says that his friends were talking in his room and after they left, he heard loud noises under the Periyar hostel. While he was too tired and did not check what was happening, soon, 200 masked goons appeared in the hostel armed with sticks and rods and were entering every room, breaking down doors and windows.

Further, Bhaskar says that when the goons looked at him, they showered him with abuses and started chasing him down trying to enter his room. Bhaskar managed to run inside his room and lock the door, jamming it with the wooden furniture. After trying to break the door down with sticks and rods for a few minutes, they left and loud screaming noises could be heard by him from the hostel.

He then claims that he headed to his balcony where he could see 500 people beating on students of Godavari hostel. There were girls in masks too. After this, he could hear them saying that now they will proceed to beat up students staying in the Mahi Mandvi Hostel.

He then says that after 20-25 minutes, around 500 masked Naxalites were beating students of the Periyar students at the gate of the hostel. He says that at that time, around 50 people entered the hostel again and started trying to break down doors and windows.

He then makes two startling revelations. He says that he says JNUSU President Aishe Ghosh with his own eyes entering the Periyar hostel and when she entered the hostel, she was well and not hurt. He says he doesn’t know when Ghosh got hurt thereafter. He also claims that for about an hour, the stone pelting at the gate of Periyar hostel continued by the Leftists.

He then says that he was asked to leave the hostel by the administration because of the violence and was also told that the Leftist students might attack again. He says that he then escaped the hostel through the surrounding woods.

The claims of Bhaskar do not seem to be too off the mark as the JNU statement also mentions the violence breaking out due to the registration process. Further, a video had surfaced earlier as well, based on which, claims were made that JNUSU President, Leftist student Aishe Ghosh was seen leading the masked mob that attacked JNU students.

UPSC to hold exclusive Railway Service Exam from 2021 after merger of services.

New Delhi: With the Modi government having decided to merge all eight existing rail services into a single Indian Railways Management Service (IRMS), the UPSC will now be holding an exclusive railway service exam, ThePrint has learnt. 

The exclusive UPSC exam for the new Indian Railway Management Service (IRMS) will be first conducted in 2021. 

This year’s UPSC exam will follow the earlier pattern — in which officers for the Indian Railway Accounts Service, Indian Railway Traffic Service, Indian Railway and the Indian Railway Personnel Service will be recruited through the Civil Services Exam (CSE), while those for the other services will be recruited through the Indian Engineering Service (IES) exam. 

From next year onwards, however, there will be a common preliminary exam for the railway service but the main exam for engineers will be on their specialised domain expertise and not general studies, an official said on condition of anonymity. 

“It would follow the Indian Forest Service (IFS) exam pattern,” the official said. “IFS officers have the same preliminary exam as IAS, IPS among others but have a specialised mains paper exclusively designed for them.” 

UPSC will be intimated about the number of officers needed in the IRMS from 2021 onwards.

Senior UPSC officials, however, said the commission has received no such proposal.

“The government will decide how to go about it…We have not been informed or asked about anything yet,” an official said.

The commission also has no knowledge of whether the new IRMS will be considered a civil service or not. 

DoPT not consulted before Railways service merger

The Department of Personnel and Training (DoPT), which is the coordinating agency for all personnel matters, was not consulted by the Modi government before the controversial merger, ThePrint has learnt.

The DoPT looks after recruitment, regulation of service conditions, postings and transfers, deputation and training of civil servants, and comes directly under the Prime Minister’s Office (PMO).  

“They announced that they would consult the DoPT and UPSC after making the announcement,” said a DoPT official. “But despite the fact that the DoPT is the nodal agency for these matters, it was not consulted before the announcement was made.”

Officials are foreseeing a lot of problems in unifying the existing cadres of the eight services as well. “There will be issues of promotion, seniority, among others. All those need to be reconciled,” the official added.

133 Maoist incidents in 2019
A total of 133 Maoist-related incidents took place in 15 of the total 24 districts in Jharkhand last year. Six Maoist groups were found involved in these incidents. CPI (Maoists) toppled the list with 67 cases, followed by Tritiya Prastuti Committee and People’s Liberation Front of India with 24 and 22 incidents. With 30 cases, Chatra saw the maximum of these conflicts. Chaibasa came second with 23 incidents. Similarly, security forces were engaged in 36 encounters with the Maoist outfits in which 36 Red cadres were killed in gunfight. The Maoist cadres also killed 22 civilians last year.

Hockey veterans’ village to be a model village
As a mark of respect to tribal statesman Jaipal Singh Munda of Khunti, his native village Dakra will be developed as a model village. Union Tribal Affairs Minister Arjun Munda announced that his Ministry was working on developing the village of hockey veteran and politician Jaipal Singh Munda into a model village. The announcement was made a day before Jaipal Singh Munda’s birth anniversary, which was celebrated by the Ministry of Tribal Affairs on January 3. Dakra will soon boast of all the basic amenities that a model village should have, the minister said. Freedom fighter and tribal legend Birsa Munda was born in the same district, and Dakra’s development will also be a tribute to him, Munda said.

NCC cycle expedition
To develop the spirit of adventure and sportsmanship among NCC cadets, a 4,700 km relay cycle expedition was organised by NCC Bihar-Jharkhand Directorate. Cadets from Ranchi and Hazaribagh Group participated in the expedition which started on November 24, from Ranchi. The event concluded on December 31.   Group Commander Brigadier SK Prasad said that the expedition was also aimed at reaching out to the local people of all districts in the state and spread awareness regarding cleanliness. According to the Brigadier, the cadets successfully completed the expedition, regardless of challenging weather and paths.

Over 1,100 child deaths in RIMS last year
Jharkhand’s premier health institution Rajendra Institute of Medical Sciences (RIMS) in Ranchi reported deaths of 1,150 children in last one year. The results come at a time when infant deaths at Kota are making it to the headlines. Authorities attributed poor medical facilities, a lack of doctors and nursing staff, and late arrival of ailing children for this situation. According to the data made available by the RIMS administration, September and October were the most disastrous as the fatalities touched 124 and 117, respectively.

Sheikhpura: No seat-sharing formula has been finalised among partners of the National Democratic Alliance (NDA) for Bihar polls and the Lok Jan Shakti Party is readying itself for all 243 Assembly constituencies, LJP chief Chirag Paswan said on Saturday.

He, however, made it clear that JD(U) chief and Chief Minister Nitish Kumar is the leader of NDA in Bihar and assembly elections will be fought under his leadership in the state.

Paswan, the Lok Sabha member from Jamui, said any decision on sharing the seats would be taken according to the situation. The LJP party is making preparations for all 243 constituencies, he added. The BJP, JD(U) and LJP are the constituents of NDA in Bihar.

The Assembly election is likely to be held in October-November this year.

On the Citizenship Amendment Act, Paswan said his party is with the central government on the issue and charged the opposition of spreading rumour on the issue.

Rashtriya Janata Dal supremo Lalu Prasad is in jail completing his sentence in the Fodder Scam, but that doesn’t prevent him from remaining active in Bihar’s politics.

It’s a new year and a significant one for Bihar as it heads for assembly elections that are likely to be held by the end of 2020.

Gearing up his party for the assembly polls, Lalu Yadav has coined a new slogan for his supporters: “Do hazaar bees, hatao Nitish (Remove Nitish in 2020).”

Lalu Yadav said this in a tweet from his personal Twitter handle which is being operated by his office in consultation with him and his family members.

Lalu Yadav’s RJD and Nitish Kumar’s Janata Dal (United) are the two main political forces in Bihar.

In 2015, to stop the BJP’s victory march, Nitish Kumar and Lalu Yadav joined hands, formed the Mahagathbandhan (grand alliance) and won the election with RJD emerging as the single-largest party and Nitish Kumar becoming the chief minister.

However, by 2017, differences between the two parties soured to the extent that Nitish Kumar ditched RJD and joined hands with the BJP to form a new government.

Meanwhile, as Bihar gears up for assembly elections, the RJD and JD(U) have also started a poster war in state capital Patna to slam each other.

In its posters, the JD(U) praises the 15-year rule of Nitish Kumar as Bihar’s chief minister as an era of progress and development. While the RJD has equated this tenure as one marred with corruption and ‘jungle raj’.

Jharkhand Cops Inspect ‘Jailed’ Lalu Prasad’s Hosp Ward After Video Raises Eyebrows; RJD Says ‘Following Rule Strictly’.

Ranchi: A team of senior police officers on Sunday inspected the ward where jailed RJD chief Lalu Prasad is undergoing treatment at the Rajendra Institute of Medical Sciences (RIMS) here.

A purported video that recently went viral on the social media had showed more than three visitors at the paying ward of Prasad, in violation of norms. “It was a general inspection,” one of the police officers of the team, which included the Inspector General (Prison) and Ranchi City Superintendent of Police, said.

According to the Birsa Munda Central Jail manual, three persons can visit Prasad at his paying ward only on Saturdays. On other days, special permission is required to meet the former Bihar chief minister. The RJD, however, claimed that the jail manual is being “strictly followed”.

“Rajya Sabha member Premchand Gupta and former Uttar Pradesh leader Ambika Choudhary were among the three leaders who met Lalu ji on Saturday,” RJD’s Jharkhand unit general secretary Ashutosh Ranjan Yadav told PTI. Prasad is lodged in jail in connection with fodder scam cases.

The RJD, which won a single seat in the just-concluded Jharkhand assembly elections, is part of the new government headed by Hemant Soren.
