27.1 crore poor in India now above BPL index: UN report

he 2019 global multi-dimensional poverty index report by the United Nations states that 27.1 crore of the poor in India have come above the BPL index. According to the report, Jharkhand is among other states which have improved by leaps and bounds in poverty reduction.

The UN report is based on factors such as income, health, quality of work and threat of violence.

While the report shows growth among the poverty-stricken people, some right to food activists do not seem to be impressed by it. They said that Jharkhand still has to go a long way in addressing the issues of poor, public distribution system (PDS) and food guarantee.

The government may not admit the ground realities, but deaths due to starvation have been reported time and again in Jharkhand from the beginning, activists said.

An advisor to the Supreme Court on the right to food, Balram, questioned the basis on which the poor have been identified and put in different categories. In the 2011 census report, 23.94 lakh poor were kept under PVTG (Particular Vulnerable Tribe Group) category. Everyone belonging to the PVTG was allotted red cards, indicating that they are eligible to get 35 kg of food grain every month.

Around 11.44 lakh were identified as priority household (PHH). Prior to the National Food Security Act, 2013, these people were eligible for 35 kg of food grains every month, but after amendments in the provision, every individual is entitled to only 5 kg of food grains per month.

Earlier, any household or family received 35 kg. But now, if there are only four members in a family, their ration will be curtailed by 15 kg.

Moreover, the population is another reason behind the struggles of the poor. The population in India has grown rapidly by 25 per cent since 2011, but the allotment of ration to the poor section of the society by the government under different schemes remains the same. This has led to a yawning gap between demand and supply.

According to many, digitalisation has played a spoilsport in the PDS. A big lot of beneficiaries are left out following the internet problem and poor connectivity or network.

However, Jharkhand’s Minister of Food and Civil Supplies Saryu Roy refuted the argument. He said, “After 2016, it was clearly instructed that ration dispensation is mandatory, no matter if it is online or offline. The offline process just needs approval from BSO (Block Supply Officer).

Roy also said that the ration cards of only those members were cancelled who had two cards issued in their name. To avoid the issue of double ration cards, the government had made it mandatory to link ration cards with Aadhar number.

Jharkhand minister Saryu Roy said, “We have formed a food bank in every panchayat. They have been sent a standing imprest of Rs 10,000 to distribute among those who are unable to access ration from the dealers following technical reasons. The steps were taken with an aim to minimise the chances of starvation.”

LAST WEEK, the UN Development Programme and the Oxford Poverty and Human Development Initiative released the global Multidimensional Poverty Index (MPI) report for 2019, which found that Jharkhand has made the fastest improvement among Indian states in reducing poverty (The Indian Express, July 13). Across India, the number of people living in multidimensional poverty has gone down from 690.55 million in 2005-06 to 369.55 million in 2015-16 — a reduction of 271 million people in a decade.

Jharkhand reduced the incidence of multidimensional poverty from 74.9 per cent to 46.5 per cent between 2005-06 and 2015-16. The accompanying graph shows how its index, second only to Bihar’s in 2005-06, has shown the steepest decline among the poorest states. Jharkhand, however, remains one of the poorest states in the country. Bihar, Jharkhand, Uttar Pradesh, and Madhya Pradesh together accounted for 196 million MPI poor people — more than half of all multidimensionally poor in India.

The global MPI factors in a person’s deprivations across 10 indicators in health, education, and standard of living — nutrition, child mortality, years of schooling, school attendance; access to cooking fuel, sanitation, drinking water; electricity and housing; and assets. For India, the MPI has reduced from 0.283 to 0.123 in a decade. Of 10 selected countries, India and Cambodia reduced their MPI values the fastest. While the proportion of the population living in multidimensional poverty in India has halved from 55.1 per cent to 27.9 per cent in a decade, the intensity of deprivation has fallen less sharply, from 51.1 per cent to 43.9 per cent, the report said.

AES in Bihar: Poor anganwadi centres failed to deliver

Imagine a dilapidated room, with no plaster on the walls and any doors, window panes — this is what an anganwadi centre (AWC) in Bihar’s Talimpur village in East Champaran district looks like. More, the building has neither a toilet, hand washing facility nor drinking water.

“I have to carry chairs, utensils and other essentials for making food, charts for teaching children, and my registers everyday to and fro from home,” says the sevika (the main service provider) of the AWC in Talimpur village’s Madhuban block told DTE.

Most AWCs in Muzaffarpur, East Champaran (Motihari) and Sitamarhi districts that Down To Earth (DTE) visited, appears to be in similar appalling condition.

The state has recently witnessed a massive outbreak of Acute Encephalitis Syndrome (AES), which claimed lives of more than 130 children. Malnourishment has widely been pegged as the causal factor for AES.

The state also has the highest case of malnourished children (43.9 per cent) in India.

The Anganwadi scheme was started as a rural child care programme in 1975 as part of the Integrated Child Development Services (ICDS) programme. The centres are responsible for providing food and nutrition to children and also pregnant women.

An AWC has a sevika and sahaiyka (the helper who prepares food). The menu is fixed — khichdi, kheer, halwa, rasiav (a sweet local dish to be given on particular days of the week). Typically, an AWC, registers 40 children (3-5 years) for food.

It registers another 40 (0-3 years), eight pregnant and eight lactating mothers to provide take-home-ration (THR). The THR consist of 2.5 kg rice, 2.5 kg dal and some soybean to each of the beneficiaries.

But, many centres get children and mothers more than they could afford. As a result, many do not get registered and remain under nourished.

This is despite the 2006 Supreme Court order directing anganwadi services to be universalised.

“There are many more but I can’t register all of them as the numbers are fixed. Therefore I also have to face wrath of parents whose kids I don’t register,” said Sahaiyka from Talimpur village, adding they try to take only one member (child/lactating or pregnant woman) from a family even if there are more eligible members so that more and more families can be covered.

Out of 2.96 lakh children registered in AWCs of the district’s villages, 27,000 are malnourished, according to a survey report sent by Muzaffarpur district programme manager of ICDS department. This was about those children who are registered. The level of malnourishment in children not registered is yet to be known, the report said.

Most of the deceased’s families that DTE visited said their child was not registered with any AWC.

“There is no AWC nearby. The one that is far did not register my child,” said a man from Muzaffarpur’s Marwan block, who lost his child due to AES. Parents in Sitamarhi and Motihari also narrated a similar story.

Moreover, many of sevikas have also not received their salaries as well as the budget allocated for their centres.

“The villagers come charging on me as to why I am denying food. But the fact remains if I am not getting money what can I do,” said the sevika from AWC in Runni Saidpur block of GIddha Phulwariya village in Sitamarhi district.

The last budget was received in the month of March, she said, teary-eyed. Till the next lot, she provides the children with biscuits from her own pocket on a daily basis.

“If we don’t do it, the children will stop coming and they would not turn up even when I would have the budget. Then I will be questioned by supervisor why children are not there. What would I do then when I would be slapped with notices,” the sahayika rued, adding that they have raised the concern to authorities, but to no avail.

The story is same across AWCs of all the three districts where DTE visited.

According to the recent national family health survey, only 37 per cent children got food from AWCs in Bihar. Incidentally, Bihar had second highest number of malnourished children after Uttar Pradesh till NFHS-3 But in last NFHS survey, it even surpassed Uttar Pradesh.

“Whatever you found in the anganwadi kendras of these villages is in fact of story of villages across Bihar. The story would not have been different, had you not visited the villages before the advent of AES,” said Shakeel, the Bihar coordinator of Jan Swasthya Abhiyan.

“Besides the central government’s scheme, the state also has a couple of them. But the result is to be seen on the ground,” Shakeel added.

Private schools still a pipe dream for poor in Bihar

A decade after Right to Free and Compulsory Education Act, 2009, which mandated that 25% of seats in private schools be reserved for the poor children, Bihar presents a sorry picture in terms of the implementation of the landmark law, as revealed in a reply from state government under the Right to Information (RTI) Act.

For instance, in Arwal district, just 73 poor children got admission in private schools in 2016-17 while Sheohar fared marginally better with 213 such admissions.

Far more shocking has been the performance in Patna district. Hardly 936 poor children got admission in private schools in 2016-17. In Nalanda, the home district of chief minister Nitish Kumar, the figure stood at 1,532.

Darbhanga fared the best, with 4,329 poor children being admitted into private schools during 2016-17. Nawada came second with 4,300.

So far a the total number the poor children who got enrolled in private schools between 2011-12 and 2016-17 is concerned, Arwal again remained at the bottom with only 258 such admissions, followed by Shiekhpura (995).

Muzaffarpur fared the best in this five-year period, during which 7,782 poor children got admissions in private schools. Darbhanga (7,218), Nalanda (6,328) and Nawada (6,320) were also among the better off district in terms of education for poor children.

In Patna district, hardly 2,793 poor children were admitted into private schools during the five-year period.

“While the situation in Arwal is depressing, far more surprising is the performance of the state capital where the number of private schools is be very high,” said Shivprasad Rai, the RTI activist who had sought the information.

“Education department has also informed me that some amount, to be made to schools for such students, is due and will be cleared soon. Lapses seem to be at various levels,” he said.

Asked why he did not get the date for the last two years, Rai said, “I had asked for latest data as well, but the education department perhaps did not want to share the same. Even for this incomplete information, I had to struggle a lot. I had sought the information in March, but there was no response. In May, I moved the appellate authority and managed to procure the limited details.”

Giriwar Dayal Singh, additional secretary, education department, was not available to comment.

India’s Caste-Aways: Bettiah’s Doms, Mehtars Weave Bamboo, Scavenge Human Excreta for a Living

Showing the interiors of his hut, Dablu Mallik says: “Our grandfather came here from Parsauna village 50 years ago. This is my maternal property. I couldn’t erect a brick here; I am poor. Even this bamboo hut costs Rs 20,000.”

He says his father is mentally ill and he doesn’t have money for his treatment. “Whenever we go to the government hospital, they hook up an intravenous drip…as it finishes, we are asked to leave,” he says, worriedly, adding that “I am illiterate but not an idiot. How can a mental illness be treated with a drip?”

Manual scavenging is the only source of income for Dablu to support a family of six. Like Dablu, there are more than 300 families of Doms and Mehtars in Dom Toli of Bettiah for whom there is no escape from reality except to engage in traditional bamboo weaving and manual scavenging.

“Baans ke kam karin le. uhe se laika ke khiaine. Ab ihe madai tati sahara ba (I weave bamboos. This is the only source of income for me. All left for us is this bamboo hut.),” says Kanti Devi, a widow. “A bamboo,” she says, “costs Rs. 250. I buy one bamboo at a time; I can’t afford more than that.”

Kanti, 35, earns a maximum of Rs 200 a day by weaving bamboos. She sells the products to a middleman at the outpost who then sells them in the town market. She has four kids —two girls and two boys. She married her eldest daughter under 18 years of age a few years ago. She laments, “How can a single parent manage the needs of four children?” Her younger daughter Ruti Kumari studies in class 5 in a nearby government school. Pawan and Prem, her sons, study in Class 5 and Class 3, respectively.

Kanti was a temporary sweeper in the Agriculture Department’s office. “I worked for 15 years but I was not made a permanent employee. They were not even releasing my payment for months,” she continues, “I got multiple applications written to sahibs in the department but none paid attention to my plea. One day I gathered courage to write to the Collector to increase my salary.” As she wrote to the district magistrate, her dues [salaried at Rs.700 per month for a couple of months] were paid but her employment was discontinued for complaining [highlighting the issue outside the department].

The financial condition of Shanti Devi, Kanti’s neighbour, is no different. Shanti works as a sweeper in some upper caste families. “I sometimes hide from families where I work that I am an achhut (untouchable),” Shanti admits. “We doms are called to feast in the funerals of Hindus [upper castes], they say that we are the door to moksha (salvation). But after the feast, we again become untouchables.”

Holding her grandson on her lap, Shanti murmurs,”Ekni ke ka hoyi, kaise padhiyen san ee garibi me. (How they will study in this poverty.)” Her married son is also into traditional bamboo weaving.

Anuradha Devi, who is weaving bena (hand fans) at her home, tells us that 25 benas can be made from a bamboo. She says, “Each bena costs between Rs. 10 and Rs. 20, depending on the demand.” “Many people in the town have proper power backup for electric fans thus the demand of hand fans has fallen.”

The two lanes of Dom Toli are separated by a stagnant sewage line. Ushmi Devi, whose hut faces the sewage line, says, “This overflows when there is rain. We are suffering because we have to. None from the municipality comes to clean the toilet; it is left to us because it is our caste job.” There is only one public toilet in this lane that houses more than 50 Dom families.

Rajwanti Devi, Ushmi’s married daughter lives with her. Rajwanti says, “The family of my husband doesn’t respect me.” She was working as an agricultural labourer in Punjab’s fields some years ago. After the birth of my children, it was quite difficult to manage them alone in a foreign place; that is why I came back.”

Sujit Mallik, 28, is unstacking the bamboo bundle which he bought in Rs 1,800. He expects a profit of Rs. 1000 on this. “Abhi roj ka nali- mori ka kam kar ke aye hain, kal se isme hath lagayenge (I just have returned after finishing the routine scavenging, will start weaving tomorrow.)” Sujit earns Rs. 350 which he says is maximum one can earn a day in the business of bamboo weaving. He travels to nearby blocks like Chhapwa to sell the products.

Ramsomari Mallik, in her 60s, is splitting bamboos. “We are called Mehtars. We have been removing faeces and weaving bamboos for generations,” she says. Her home, which is not in good condition, is still one of few pucca homes in the toli. “This was made under Indira Awas Yojana decades ago,” she adds.

Ramsomari’s husband is paralysed. She has three daughters; two of them are helping her in weaving. Chulbul Kumari, Ramsomari’s youngest daughter, studies in Class 6 in a government school at Sagar Pokhra. She says, “I feel disheartened when I see my mother working tirelessly. As it is summer vacation, I can help her with this.” “Bamboo weaving is not easy, it is difficult. I don’t want this traditional art to disappear from my family.”
Old Age Pension, Awas Yojana Far Cry

The mukhiya (village head), Ramsomari says, doesn’t approve vridha (old age) pension. Mukhiya Ravindra Kumar Ravi alias Ravi Painter left the village after learning that a news reporter has come to the village; he did not respond to phone calls.

None in the Dom Toli knows that Bihar Chief Minister Nitish Kumar recently extended the pension amount for those who are in the age-group of 60-79 to Rs 400 per month while those above 80 years old are to receive Rs 500 per month as pension under the scheme.

“Ration ke chaur etna kharab dewela ki suaro na khai (The rice given to us is so contaminated that even pigs would not eat it),” says Rita Devi. She tells us that the ration is carted once in two months. Most of the families in Dom Toli cook food on wood fire as they can’t afford a gas cylinder every month.

Rita gave Rs. 15,000 to the mukhiya for releasing the Awas Yojana fund last year but was not provided with any receipt. She alleges some corruption angle. “I went to the municipality today and they assured us that our funds would be released within a week. It is exhausting. If we go to the municipality every day, who will do our bamboo work?”, she adds.

“Ketna sal se suna tani san ki Indira Awas pas hoyi, pas hoyi, lekin kuchhu naikhe bhail. (We all have been hearing since ages that funds of Indira Awas Yojana would be released; we have received nothing yet.),” Rita adds. She fears that speaking to media may further suppress the release of funds.

Like many others in Dom Toli, Shivakali’s life is also pivoted on the bamboo weaving. Shivkali Mallik’s son Rama Mallik died of a prolonged illness. “We visited the hospital and they gave us some pills; Rama became temporarily stable. One day, his condition deteriorated which took him away from us,” Shivkali says, “Look at this wall [behind Shivkali: Inset], two days ago bricks came crumbling down to the ground due to a rainy gale. Government is not releasing funds for the construction of the house”

“We are poor, how can we bribe them for Awas Yojana,” says Badlol Mallik who is cleaning the bamboo clum nodes in the front of his home. “Ihe noon roti ba (Bamboo is livelihood for us.)” He plans of making kharata brooms out of the bamboo clum.

Guddu Mallik says, “We had the livestock [pigs] worth of Rs 1 lakh. All of them died a few months ago due to unknown medical reasons. Each adult pig, Guddu says, is sold at a minimum of Rs. 8,000. “Pork’s price has now gone up to Rs. 200 per kg. Had there been pigs, our financial condition would have been better,” he adds.

Mehtars and Doms have been traditionally rearing pigs here. There are numerous pork stalls and pig slaughter centres.

“Badka log ke makan pe makan banata auri dom-mehtar-dhangad-mushar san bhukhe mara tare san (Rich are getting richer and Dom-Mehtars don’t even get ration from the government.),” exclaims Chandan Mallik, a pig butcher, whose Aadhaar card was not issued because the biometric device failed to register his disfigured fingerprint. “I am good enough for EPIC [voter ID] but not for Aadhaar.”

It has been three years since Chandan has received any ration.

Panna Devi is weaving dauras (baskets to be used in Bihari weddings) on the road. She has dipped some bamboos in sewage water. She says, “We don’t even have clean water to drink, how will we arrange water to dilate bamboo fibres.”

Each daura has a market value of Rs. 40 which requires at least one labour hour. Panna earns a net profit of Rs 150 after six hours of labour. She feels that bamboo weaving is underpaid, she also thinks of leaving this work but the fear of loss of tradition haunts her. “This is our ancestral work, how can we leave this?”

Kishore Mallik, who has a furnished house at one end of Dom Toli, tells us that his grandfather built it with the income he had from a government job. For him, caste is independent of class. Asked about any experience of untouchability in spite of being relatively well-off, Kishore confirms, “Yes, once I went to Areraj Malahi and I was prohibited from touching the hand pump by the upper caste people there after they came to know my caste” “They buy our daura and supli for the sacred festival of Chhath but don’t even let us touch their hand pump. They pour water into our hands maintaining a distance. In some villages, we are asked to go to Dalit basti to drink water.”
