Jharkhand to become first state in India to have four sub-capitals.

NEW DELHI: In a first, Jharkhand will soon become the only state in the country to have four sub-capitals along with the state capital Ranchi.

Besides Dumka, which has already been declared as the sub-capital during the regime of Chief Minister Babulal Marandi, Jharkhand will have three new sub-capitals – Medininagar, Chaibasa and Giridih.   

Sources in government claimed that the process for same has already been started and a proposal for making Medininagar, Chaibasa and Giridih as sub-capitals of state has been prepared.   

“The proposal has already been prepared which is waiting for CM’s endorsement following which, it will be sent for the cabinet approval,” said a senior officer.

The objective behind the proposal is to enable uniform development in all divisions of the state which so far, have been lagging behind due to various constraints, he added.   

The official added that creation of sub-capital would bring employment opportunities for the people in the three divisions of Palamu, Kolhan and North Choanagpur.

Siya Shruti Tops Bihar Judicial Service Exam.

New Delhi: The final result of the 30th Bihar Judicial Service exam has been declared. The result comes a year after the preliminary exam, first selection level, was held. Bihar Public Service Commission (BPSC) had conducted the recruitment in three phases-preliminary written exam, main written exam and interview.

Siya Shruti has topped the exam. Shashank Sheakhar and Gaurav have secured the second and third position, respectively.

Siya Shruti is the first woman to have topped the Bihar Judicial Service exam since 2009. As per reports, she is a student of the Patna University and shares the top 10 list with Sanam Hayat, another student from the university who has secured 9th rank in the exam. Siya Shruti is a first year law student.

Since 2009, only 4 Judicial service exams have been conducted in Bihar.

The merit list is available on the official website of the Bihar Public Service Commission at bpsc.bih.nic.in.

Law graduates in the age group of 22-35 years are eligible to take the exam.

Meanwhile, in Rajasthan a 21 year old law graduate has topped the state judicial service exam. With this extraordinary feat, the topper Mayank Pratap Singh, has become the youngest person to be a civil judge in the country. Of the total number of candidates who have been declared successful in the Rajasthan Judicial Service exam, more than 50% are female candidates. Rajasthan Chief Minister Ashok Gehlot had congratulated the toppers.

Amit Shah Says Jharkhand Will Again Pick ‘Twin-Engine’ Govt, Confident of Old Ally’s Return.

New Delhi: The BJP may have lost its old ally, the Shiv Sena, in Maharashtra, but party chief Amit Shah is confident of a reunion with estranged ally AJSU in Jharkhand, which goes to polls from November 30.

Speaking at News18’s Agenda Jharkhand summit on Thursday, the BJP chief expressed confidence that the All Jharkhand Students Union (AJSU), which is contesting the upcoming Assembly elections alone, will return to the NDA fold after the elections.

“I am confident that the BJP will return to power with a thumping majority in Jharkhand and will not need support… Jharkhand will again chose the twin-engine government. But I am also confident that AJSU will be back by our side,” Shah said.

Invoking Atal Bihari Vajpayee, Shah said it was the former prime minister and BJP stalwart who ensured the creation of Jharkhand. “The state could not be created when Congress was at power in the centre despite the sacrifices of thousands of youth. It was only after Atal ji came to power that Jharkhand was created. Since 2014, PM Narendra Modi has given shape to the state and CM Raghubar Das is taking it forward,” he said.

Shah added that the state’s tribal population and residents feel cheated when they see a party like the JMM, which fought for Jharkhand’s creation, rubbing shoulders with the Congress.

The BJP chief also said at the event that incumbent Raghubar Das is the party’s CM face for the upcoming elections as well. Jharkhand will vote in five-phased elections beginning this Saturday and the counting of votes will be held on December 23.

In its manifesto, the BJP has promised to end Naxal violence in the state, provide job or self-employment opportunities to one member of the each BPL (below poverty line) family, launch of the Krishi Bima Yojna to provide full insurance cover to crops, and construction of water grid to every cultivable plot of land.

The manifesto also promises 33 per cent reservation to women in government jobs, 70 new Eklavya Schools by 2022, free job training camps for tribal students, construction of tribal hostels in every district, two skill development centres in each district and a new sports university. It assured Rs 1,000 crore fund to provide modern facilities at government schools and colleges, and setting up of an agro industrial corridor.

NEW DELHI: The Union Public Service Commission (UPSC) is facing constraints in getting precise Hindi translation of question papers, especially in technical papers like engineering and medical sciences, the government said on Wednesday, citing a report.

In fact, the Commission had constituted a high level standing committee to examine the modalities of implementing the Parliamentary resolution on official languages dated January 18, 1968, it said.

“The Committee had, in its report submitted in the year 2012, which was accepted by UPSC, underlined certain constraints such as practical/operational difficulties in getting the precise Hindi translation of question papers; especially in technical papers (engineering, medical science etc.); growth of Hindi and other languages in the higher educational system, which are existing as of today,” Minister of State for Personnel Jitendra Singh said in a written reply to Lok Sabha.

The government was asked whether the competitive examinations held for the Indian Forest Service, Indian Economic Service, Indian Statistical Service, Geological and Engineering Service cannot be written in Hindi medium due to their technical nature and if so, whether the government has ever selected Hindi as a medium for such technical education related competitive examinations.

“UPSC and the respective cadre controlling authorities of these services are seized of the matter,” the minister said.

The Commission conducts the Indian Forest Service examination, the Indian Economic Service/Indian Statistical Service examination (a clubbed examination), the combined geo-scientist and the geologist examination and the engineering services examination as per the rules of the examinations framed and notified by the nodal departments/ministries of the Government of India. Bihar: Protesting Minor’s Rape in Kaimur District, Mob Pelts Stones, Burns Shops.

New Delhi: A mob in the Kaimur district of Bihar turned violent on Monday after a video of a 17-year-old girl gang-raped by four men in Bihar was released by one of the accused on Saturday. The girl was waiting to return home from her coaching classes when the accused persuaded her to drop by a nearby parked car. Later, four men took turns to rape her in the moving vehicle.

The offence went unreported for a week as the survivor had been threatened by the accused that they would upload the video on social networking sites if she reported anything to the police. During this time, the accused again tried to sexually exploit her. Eventually, on Saturday, the accused made the video viral.

As per the SP, two of the four accused – Arbaaz Daroga alias Kallu and Sonu Shahwaz – have been arrested and a Special Investigation Team (SIT) is formed to nab the remaining two.

Protesting the incident, a mob pelted stones at the house of the accused in the Mohania area and torched makeshift shops and motorbikes of a particular community. Some four-wheelers were also heavily damaged.

In order to control the situation, Kaimur district magistrate and superintendent of police Dilnawaz Ahmed organised a peace committee meeting and appealed to the communities to maintain communal harmony in the town.

“The police swung into action and tried to ascertain the place of occurrence and the identity of the accused. On Sunday night, two of the accused were arrested,” Mohania SDPO Rajendra Singh told the Times of India.

The accused have been booked under various sections of the IPC, including wrongful confinement, gang rape and Section 6 of Protection of Children from Sexual Offences (POCSO) Act.

The SDJM court at Bhabhua recorded the survivor’s statement under Section 164 of the CrPC and sent her to the Sadar hospital for medical examination.

Three of the four accused have been identified in the video, which has been sent to the forensic science laboratory in Patna, while the fourth accused has been identified by the survivor.

“My repeated requests to spare me went on deaf ears as the accused kept on repeating the crime. At one point of time, I fell unconscious. That also didn’t deter them,” the survivor told the investigating officers.

BJP’s ally problem in poll-bound Jharkhand.

For the Bharatiya Janata Party (BJP), which lost an opportunity to form a government in Maharashtra because of the difficult attitude of ally Shiv Sena, it may not be an end of story in terms of problems from partners as it was facing a similar situation in poll-bound Jharkhand too.

In Jharkhand, where elections to its 81-member Assembly will be held in five phases from November 30, the BJP will have to fight against one of its oldest alliance partners, the Janata Dal-United (JD-U), which has decided to contest separately on all the seats in the state.

Bihar Chief Minister Nitish Kumar had made the party’s stand clear during the national council meeting last week in New Delhi, where he was re-elected as the JD-U chief for a second consecutive time.

A senior JD-U leader said the party will contest independently in the five-phased Jharkhand Assembly polls and not in alliance with the BJP.

The JD-U has a history of snubbing the BJP.

In 2013, after the then Gujarat Chief Minister Narendra Modi was projected as the BJP’s Prime Ministerial face, the JD-U opposed the move and walked out of the alliance.

After the debacle in the 2014 Lok Sabha polls, the JD-U stitched a Grand Alliance with Lalu Prasad Yadav’s Rashtriya Janata Dal (RJD) and the Congress in the state for the 2015 Assembly polls.

The Grand Alliance comprising the three parties cornered the BJP in the Assembly polls in the state. However in June 2017, the JD-U walked out of the alliance and again joined the NDA to form a government in the state.

The BJP and the JD-U contested on equal number of seats in the state during the Lok Sabha polls. However, the Nitish Kumar-led party did not join the Cabinet over differences on the respectable representation in the government.

Following the snubbing at the Centre, Nitish Kumar also did not gave more prominence to the BJP in the state in his cabinet expansion.

The JD-U also did not back the Modi government’s ambitious Triple Talaq Bill in Parliament.

On the other hand, the BJP is also facing an uphill task of gaining the trust of other allies in the state.

The BJP had the Hemant Soren-led Jharkhand Mukti Morcha (JMM) as an alliance partner in the state till 2012. But the JMM also ditched the BJP and joined hands with the Congress in the state.

The Grand Alliance consisting of the JMM-Congress and the RJD have already announced their alliance in the state with Soren as its Chief Ministerial candidate.

The JMM will be contesting on 43 seats while the Congress 31, leaving the rest of the seven seats to the RJD.

The 81-member Jharkhand Assembly is set to go for a five-phased election from November 30 to December 20. The counting of votes will take place on December 23.
