RANCHI: While parties of all hues pledged 50 per cent reservation for women in government jobs, in their respective manifestoes for the ongoing Jharkhand Assembly elections, none have come even close to walking the talk by giving enough tickets to women candidates.

The parties, which promised to reserve 33 per cent tickets for women candidates, have failed to put even 17 per cent women on their tickets.While former chief minister Babulal Marandi’s Jharkhand Vikas Morcha (JVM) could put 11 women in fray, the most of all the contesting parties, the All Jharkhand Students Union (AJSU) came a close second, fielding 9 women candidates. The JVM announced nominees for all seats in the 81-member Assembly, the AJSU named candidates for 52.

However, in terms of percentage of women representation, JVM lags AJSU by 3.4%. While the percentage of AJSU’s women candidates stands at 16.9 per cent, the JVM falls marginally behind at 13.5 per cent.
At seven, the Bharatiya Janata Party (BJP) has fielded the third most women candidates, while the Congress lags with a paltry 5 per cent. While the BJP is contesting 80 seats, the Congress is in fray in 31. The Jharkhand Mukti Morcha (JMM) fares even worse, with just 6 of its 43 candidates being women.
Political experts said the primary reason why the parties shied away from giving more tickets to women is that they are not taken seriously by voters, unless they are accomplished names in politics or other fields.
“Another reason why women leaders aren’t considered for tickets is that they are not as active in the field as their male counterparts. Most step out of their homes only when they are named candidates,” said a political expert, asking not to be named.

Only women who have established themselves in the field of politics are wooed for tickets by parties, he added.The contesting parties, however, asserted that winability, not gender, is the only criterion when it comes to deciding their poll candidates.

Maoists trigger IED blast, 2 CoBRA personnel hurt
Maoists triggered an IED blast near the Vijaygiri hillock, in the Tamar police station area of Ranchi on Sunday morning. The attack left two personnel of Commando Battalions for Resolute Action, (CoBRA) injured. The security personnel were escorting a polling party when the explosive device was detonated. Police said both the injured personnel are believed to be out of danger. “The CoBRA personnel were sent to escort polling officials on their way back from a booth,” ML Meena, ADG (Operations) and spokesperson for Jharkhand Police, said.

Won’t spare anyone if provoked: Rajnath

Chief minister Raghubar Das, state assembly Speaker Dinesh Oraon, former state food supply minister Saryu Roy and the BJP’s state unit president Laxman Gilua are among the key contestants in the second phase of assembly election in Jharkhand on Saturday.

Raghubar Das is locked in a bitter battle with his former cabinet colleague and now Independent candidate Saryu Roy in his home constituency of Jamshedpur-East.

The BJP’s state unit president Laxman Gilua is fighting it out against the Jharkhand Mukti Morcha’s (JMM’s) Sukhram Oraon in Chakradharpur seat. Sukhram Oraon is the former member of legislative assembly (MLA) from the seat.

Everyone’s eyes are also on Chakradharpur because of the contest between sitting MLA Shashi Bhusan Samad as the Jharkhand Vikas Morcha (Prajatantrik) candidate and All Jharkhand Students Union (AJSU) Party nominee Ram Lal Munda.

The chief minister has promised to make it a district if voted to power.

In Sisai seat, state assembly speaker and the Bharatiya Janata Party’s candidate Dinesh Oraon is caught in a direct fight with JMM candidate Jigga Susaran Horo. Dinesh Oraon had won the seat in 2014.

The state’s rural development and parliamentary Neelkanth Singh Munda is facing an uphill task in his home constituency Khunti with JMM’s Sushil Pahan as his rival in the Jharkhand Assembly Election 2019.

JVM-P candidate and social activist Dayamani Barla has made it a triangular fight in Khunti, where controversial Patthalgadi movement ruled the roost for over a year and is plagued by tribal anger and unrest for long.

Tamar is another seat of interest in the Jharkhand Assembly Election 2019 where the JMM’s Vikas Munda, son of former minister Ramesh Singh Munda, is taking on the BJP’s Rita Devi.

Surrendered Maoist commander Kundan Pahan and former minister Raja Peter, both in jail for Ramesh Singh Munda’s murder, are also contesting from the seat. Peter had earlier defeated former chief minister Sibu Soren.

The BJP and JMM are in a direct fight in the three districts of Kolhan where 13 assembly seats are polling.

The BJP had five seats in East Singhbhum and erstwhile ally AJSU Party had one seat in East Singhbhum. The JMM, on the other hand, had all the five seats in West Singhbhum and both the seats in Seraikela-Kharsawan district in 2014.

More than 48,25,000 voters will choose their representatives among the 260 candidates in the second phase of the Jharkhand Assembly Elections 2019.

The first phase was held on November 30. The fifth and final phase of polling will take place on December 20 and votes will be counted on December 23.

Jharkhand Assembly Election 2019: 1 dead, 2 injured in police firing at polling booth.

A villager was killed and two others were injured after police opened fire to control a mob pelting stones on security forces at a polling booth in Jharkhand’s Sisai assembly segment on Saturday.

Eight others, including the officer-in-charge of Sisai police station, two constables and a journalist, were also injured in the stone-pelting incident.

The incident took place at booth number 36 in Badhni village under Gumla district.

“Villagers tried to snatch arms from Rapid Protection Force (RPF) deployed at the polling booth. In order to control the mob, police had to open fire in which one person died and two others received bullet injuries on thigh and shoulder. They are reportedly out of danger and have been shifted to Ranchi hospital,” Jharkhand’s chief electoral officer Vinay Choubey said.

“Voting has been stopped at the said booth. There is all probability that a re-polling on this booth will be announced,” Choubey added.

According to police, supporters of two different political parties entered into a brawl at the booth. Police personnel deployed there interfered but they picked up a fight with the forces as well.

Villagers started snatching arms from police and pelted stones on them compelling the forces to launch a crackdown in self-defence, officials said.

The villager who died was identified as Gilani Ansari and those who received bullet injuries in the police firing as Asfaq Ansari and Khoofa Ansari.

Officer-in-charge of Sisai police station Vishnu Dev Choudhary, police constables Akhilesh Yadav and Rahul, police driver Sitaram Singh, journalist Sitaram Singh and three villagers were injured in the stone-pelting.

All the injured were rushed to Gumla Sadar Hospital for treatment.

Additional forces have been rushed to the spot. Gumla’s superintendent of police AK Jha and other senior officials of district administration were camping in the village.

Voting for the second phase of Jharkhand Assembly Election 2019 in 20 assembly constituencies began at 7am on Saturday.

In Sisai, the Bharatiya Janata Party’s (BJP’s) candidate and assembly Speaker Dinesh Oraon is in a direct fight with JMM’s nominee Jigga Susaran Horo.

IBPS PO Main admit card 2019 released at ibps.in, exam on November 30.

Institute of Banking Personnel Selection (IBPS) has released the admit card for PO main examination. Candidates can download the IBPS PO main admit card online from the official website at ibps.in

IBPS had earlier declared the results of PO prelims on November 1, 2019 and then released the scores of candidates on November 8. A total of 4,336 vacancies are to be filled through this recruitment process. The Prelims exam was held in two batches on October 12, 13 and 19, 2019.Candidates who have cleared the prelims will have to appear for the main exam that will be conducted on November 30.

Those who clear the main exam will then have to appear for the interview.

Fogging now twice a day in Ranchi.

Municipal commissioner Manoj Kumar has asked all ward supervisors to ensure fogging twice a day in all the 53 wards under Ranchi Municipal Corporation after receiving frequent complaints from residents about the mosquito menace.

There are several localities in Ranchi such as Hindpiri, Karbala, Basartoli, Pathalkudwa, Islamnagar, Nayatoli and Vidyapatinagar, where of late traces of Aedes Aegypti (the mosquito that spreads chikungunya and dengue) have been found.

The municipal commissioner directed the health section to continue fogging and spraying in such localities on priority basis. The decision was taken on Saturday during a special health review meet of the RMC. RMC has bought three fogging machines this year spending Rs 1 crore to cover 53 wards but fire damaged one of them a few months back.

“We are exploring alternative arrangements because we have to ensure fogging twice a day,” said an official with the health department.

Manoj asked the health section to prepare a roster for fogging and cleaning in such localities. Manoj, who stopped honorarium to ward supervisors recently for furnishing wrong information on door-to-door garbage collection in their localities, said a mechanism will be brought in to keep a tab on cleaning.

RMC junior engineer Ajit Kumar Gupta has been entrusted with the job to verify door-to-door cleaning. He has also been asked to verify if garbage carrying vehicles are taking the required quantity of garbage or not.

Manoj also warned disciplinary action against supervisors and officials if found violating guidelines.

Bihar: Woman burnt after failed rape bid, admitted to hospital with 80% burn.

A woman was admitted to a hospital in Muzaffarpur on Sunday after she was allegedly set ablaze by a man who had attempted to rape her but failed.

The victim sustained 80 per cent burn when she was admitted to Shri Krishna Medical College and Hospital in Muzaffarpur.

Police are investigating the matter.

After the rape and murder incidents in Unnao and Hyderabad that sparked anger across the nation, several other cases of victim being set on fire by rapists have come in light.

In Hyderabad, a 26-year-old veterinary doctor was smothered, raped and then burnt by four men late at night on November 27 and her charred body was found the next day under a culvert on the Hyderabad-Bengaluru national highway. The four accused in the case were killed on early Friday by the Telangana police in a ‘retaliatory’ firing when they were taken to the crime spot for recreation.

Soon after, the Unnao rape victim was was also set on fire by five men, including the two accused of raping her in December last year. The woman had sustained 90 per cent burn and lost her life in hospital on Friday.

Four days back, a 35-year-old woman alleged that four men namely Aarif, Shahnawaz, Sharif and one more person entered her home in Shahpur village in Kaserawa, Uttar Pradesh and threw acid on her. The victim was rushed to the hospital where she was admitted for medical assistance and was discharged on the same day. On Sunday she threatened to end her life if justice is not served, news agency ANI reported.

The rising in such incidents of rape and murder has triggered nationwide protests where activists and students have come out in large numbers demanding justice for the victims and trial in a fast-track court.

BJP to form Jharkhand government with absolute majority: Rudy

Asserting that the BJP would win with an absolute majority in Jharkhand, the party’s national spokesperson Rajiv Pratap Rudy said people would cast votes in favour of “good governance and political stability”.

He insisted that the double-engine government of the BJP at the Centre and the state would ensure an all-round development of Jharkhand.

“The BJP has a long-term vision for the development of the state. If the governments at the Centre and the state are the same then development becomes easier,” Rudy told reporters here on Saturday.

Listing the achievements of the Raghubar Das government, he said the saffron party has worked for tribal welfare, infrastructure development and agricultural growth over the past five years.

“I, too, had voted in favour of Jharkhand’s statehood when the proposal was placed (in Parliament). But the irony was that after its creation, there was no political stability for several years. The state saw a person without any ideology or party becoming the chief minister,” Rudy said, referring to former Independent MLA Madhu Koda’s tenure from 2006 to 2008.

The BJP, however, has given a stable government to Jharkhand over the last five years, the BJP MP said.

“This time, too, people will vote for stability and good governance. The BJP will form a government in Jharkhand with absolute majority,” he stated.

The senior BJP leader said that Prime Minister Narendra Modi had always taken a “keen interest” in the development of the state.

“The decisions taken by Modi and his government has always has had a positive effect on the states and the country as a whole — be it abrogation of Article 370 or ban on triple talaq,” he said.

Taking a dig at the Opposition alliance of the JMM, the Congress and the RJD, he said, “Parties functioning around their families can never work for the state’s growth.”

He said that Raghubar Das during the second of the five-phase assembly elections, would win with a comfortable margin from Jamshedpur (East).

“Unlike other political parties, the BJP runs on principals and policies,” he added.

A five-phase election to the 81 Assembly constituencies began in Jharkhand on November 30. Voting will conclude on December 20 and counting will be held three days later, on December 23.

Jharkhand elections: Phase 2 witnesses 63.36% turnout; one killed in firing.

An estimated 63.36 per cent votes were cast on Saturday in the second phase of election for the Assembly in Jharkhand where one person killed was in firing by security personnel near a polling booth.

The voting figure is likely to go up as reports from remote places are awaited.

Polling in the 20 constituencies had begun at 7 am amid tight security. It ended at 3 pm in 18 of them while in the rest two – Jamshedpur (East) and Jamshedpur (West) – the polling ended at 5 pm, Election Commission sources said.

Chief Minister Raghubar Das was in the fray in Jamshedpur (East).

Jharkhand Additional Director General of Police Murari Lal Meena said the man was killed when personnel of the Rapid Action Force (RAF) fired on the assailants near booth number 36 in Sisai constituency for trying to snatch their arms.

Two persons who were injured in the incident were admitted to hospital, said Meena, who is also the nodal officer for assembly election-related security measures.

Jharkhand Chief Electoral Officer Vinay Kumar Choubey said the incident is being probed and polling in the booth had been suspended.

A police officer also suffered injuries when angry villagers resorted to stone pelting after the incident, police sources said.

In West Singhbhum district, Naxals torched an empty bus near Jojo Hatu village in Chaibasa constituency, superintendent of police Inderjeet Mahata said.

Assembly Speaker Dinesh Oraon (Sisai), Rural Development Minister Neelkanth Singh Munda (Khunti) and BJP’s state unit president Laxman Gilua (Chakradharpur), whose fates were decided in this phase of polling, were among the early voters in their respective constituencies.

A large number of people were seen waiting in long queues braving cold conditions to cast their votes in Baharagora and Chaibasa constituencies, the officials said.

Prime Minister Narendra Modi tweeted urging voters to come out in large numbers to exercise their franchise.

A total 48,25,038 voters, including 23,93,437 female and 90 third gender voters, were eligible to exercise their franchise to decide the fate of 260 candidates, including 29 women nominees and 73 independents.

According to the police, more than 42,000 security personnel, including central forces, have been deployed in the 20 constituencies spread across seven districts.

Several constituencies where polling was held in this phase of polling were Naxal-affected and armed police have been deployed as a part of the security measure, Choubey said.

Out of a total of 6,066 polling stations, 949 have been declared as critical and 762 as sensitive in Naxal- affected areas, he said.

The CEO said that 101 polling stations have been relocated due to security reasons and free transport facility has been arranged for voters to reach these stations.

Webcasting facilities has been made available at 1,662 polling stations, he said.

The assembly segments which went to the polls in the second phase were Baharagora, Ghatsila, Potka, Jugsalai, Jamshedpur (East), Jamshedpur (West), Seraikela, Chaibasa, Majhgaon, Jaganathpur, Manoharpur, Chakradharpur, Kharsawan, Tamar, Torpa, Khunti, Mandar, Sisai, Simdega and Kolebira.

Sixteen of the 20 constituencies are reserved for Scheduled Tribe (ST) candidates and one for Scheduled Caste (SC).

BJP contested in all the 20 constituencies in the second phase, while the opposition alliance of Jharkhand Mukti Morcha (JMM) and Congress contested in 14 and six seats, respectively.

The RJD, which got a total of seven seats as per the seat-sharing formula of the opposition combine, had no candidate in this round.

NDA ally AJSU party, which contested the assembly elections on its own for the first time since the creation of the state, has fielded candidates from 12 constituencies in this phase.

The Jharkhand Vikas Morcha (Prajatantrik) nominated leaders in all the 20 seats and the Bahujan Samaj Party in 14.

The CPI contested in two seats, the CPI(M) in one and the NCP in two.

Six candidates of the All India Trinamool Congress were also in the fray in the second round.

The rest of the three phases will be held on December 12, 16 and 20.

Counting will take place on December 23.
