Jharkhand’s ruling NDA constituent, the AJSU party, on November 11 announced the first list of 12 candidates.

Party president Sudesh Kumar Mahto was re-nominated to contest from Silli assembly constituency. Mahto had lost the seat in 2014 assembly polls.

The party also named Jharkhand Water Resources Minister Ramchandra Sahis to contest from Jugsalai, a party release issued here said.

The AJSU party also nominated Kushwaha Shiv Pujan Mehta, who won the Hussainabad seat on Bahujan Samaj Party ticket in 2014 assembly elections and recently joined the AJSU party, from the same constituency.

Former minister Umakant Razzak has been re-nominated to contest from Chandankiyari, which he lost in the last polls.

Niru Shanti Bhagat, who has been re-nominated from Lohardaga, is the wife of party leader Kamal Kishore Bhagat, who won the seat in 2014, but was disqualified after his conviction in a case. In the subsequent bypoll held in December 2015, Sukhdeo Bhagat, contesting on Congress ticket defeated Niru Shanti Bhagat.

Sukhdeo Bhagat, who held the post of Jharkhand PCC president, joined the BJP last month, apparently with the hope of getting Lohardaga seat.

Lohardaga is not in the BJP’s first list of 52 candidates announced on Sunday.

LJP Ready to Contest Jharkhand Assembly Election on its Own: Chirag Paswan.

Source – news18.com

Patna: Lok Janshakti Party national president Chirag Paswan on Monday said the party is ready to contest the coming assembly poll in Jharkhand on its own. BJP has announced candidates for most of the seats in the state which the LJP had sought from the saffron party as a partner of the NDA.

Election for the 81-member Jharkhand Assembly will be held in five phases beginning on November 30. Paswan emphasised that LJP will not accept seats given to it in as “tokens” this time.

BJP, which is seeking to retain power in Jharkhand amid a determined bid by opposition parties, released its first list of 52 candidates on Sunday for the assembly polls.

Paswan had categorically said a few days ago that LJP would like to contest assembly elections in Jharkhand under the banner of NDA and conveyed this to the alliance leaders. “Now, there are no talks on contesting polls as an alliance. We will take a decision by late evening today as LJP is ready to contest assembly elections on its own,” he told reporters here.

LJP will not accept seats given to it as a “token” this time, Paswan said. “We had demanded six seats as part of the alliance(NDA) but BJP on Sunday declared candidates for most of the seats that we had demanded.”

“If we are offered seats under the alliance where our party (LJP) is not prepared properly or does not have strong candidates, then we will not contest such seats,” he said. The LJP leader said that the party’s Jharkhand unit has been for contesting the assembly polls on its own as the party’s organisation has become stronger and it has better candidates than before.

The state unit has sent a list of 37 seats to the party’s central office which it wants to contest, Paswan said.

Bihar: In a weird decision, panchayat in Muzaffarpur asks woman to ‘sell’ baby.

Source – nationalheraldindia.com

A panchayat in Bihar has allegedly accused a pregnant 15-year-old girl for her being raped and ordered the baby to be sold off and the money handed to her as “compensation”. She had accused two men of repeatedly raping her.

The alleged ruling of Community panchayat at Muzaffarpur’s Katra surfaced after the girl, mustered the courage to approach the police. The 15-year-old is the daughter of a labourer.

A first information report (FIR) has been registered at Muzaffarpur’s all-women police station and raids are being conducted to arrest the accused: Maulana Maqbool and Muhammad Shoaib.

According to a report in The Telegraph, Muhammad Sadre, a member of the Katra Masjid Committee said, “The issue had been raging in our community panchayat since the beginning of this year when the minor girl sought justice from it for being raped.”

“She gave birth to a child last month. However, our panchayat held her responsible for her plight. It ordered that the baby be sold off and the money received given to her.”

“As far as I know, negotiations were held with a family in Tajpur, in nearby Samastipur district, and the baby was to be sold to them for ₹1 lakh. I could not intervene and don’t know whether the baby has been sold,” he said.

Mukhiya of the elected Katra panchayat, Arun Kumar has said that the girl had approached him to intervene and secure justice for her.

“I told her that such crimes cannot be settled by a panchayat and advised her to go to the police. I also told her where she could get an application written for the police,” Kumar said.

“However, she chose to approach the mosque committee, which held its own panchayat a couple of times to settle the issue,” he added.

Mukhiya had no clear answer why he had not taken the girl to the police himself.

After Katra panchayat blamed her and ordered the baby to be sold, the teenage girl approached the local police, who directed her to the district women’s police station.

According to the report in the Telegraph, an officer at the women’s police station said that various families of Katra used to send food to Maulana Maqbool, who stayed at the local mosque. Sometimes the families sent the girl to deliver food to him.

The official at the police station alleged that one day Maqbool gave her some drug-laced sweets and raped her after she passed out.

“Her ordeal continued for around two months. The accused blackmailed her and threatened to kill her. Later, a local youth, Shoaib, came to know about the situation and he too started raping her.”

Savita Devi, the officer in charge of the women’s police station, said the girl had “come to us when all the other doors had been shut to her”.

“We have registered a case under the relevant penal code sections and also under the Protection of Children from Sexual Offences Act,” she said.

“We raided the village thrice but could not find the accused. We will put up posters about the accused.”

Senior officers said a DNA test was being considered to identify the biological father of the newborn.

We are taking measures to ensure quality care to every strata of society, Ramachandra Chandravanshi, Minister for Health, Medical Education & Family Welfare, Government of Jharkhand, said while delivering speech at the Healthcare Summit Jharkhand held in Ranchi recently.

Organised by the Department of Health, Medical Education & Family Welfare, Government of Jharkhand along with Elets Technomedia, the healthcare summit witnessed confluence of key policymakers, international experts and industry leaders deliberating different aspects of healthcare including challenges and how technology could keep them at bay.

Last year Prime Minister Narendra Modi had launched Ayushman Bharat from the soil of Jharkhand. In a bid to scale up implementation of the game- changer scheme, we will be distributing golden cards to 57 lakh families of the State soon.

We were given a target to distribute golden cards to 25 lakh families by the Centre last year. A total of 32 lakh families have been added up to the scheme under the visionary leadership of Chief Minister Raghubar Das. A total of 2 crore 19 lakh patients availed treatment facilities at both private and government hospitals under the scheme till date. There are 429 private hospitals and 219 government hospitals which have been empanelled under the scheme.

The State Government has spent an amount of Rs 215 crore to facilitate care under the scheme. We are also working to set up health and wellness centres in rural areas. Best part is not only initiatives are being announced but the Government also ensures its execution.

MOHALLA CLINICS AND BIKE AMBULANCE TO BOLSTER CARE

The State Government is also working on plan to set up Mohalla clinics where doctors will sit for two hours, providing treatment facilities to patients. In addition, plans are afoot to start bike ambulance and 100 telemedicine centres soon.

To encourage private providers, we have decided to provide a series of concessions. Those 300-bed hospitals having 20 acre land would be provided a fund of Rs 30 crore, free road facility upto five kilometers and electricity.

PRIMARY HEALTHCARE

We have started imparting training to 200 community health workers in naxal hit-Palamu district. With 20 days training, they are now being equipped in terms of knowledge to facilitate basic care in villages. Soon, we will be recruiting these workers for whole state to bolster primary care delivery system. In addition, the government is also working to open more medical colleges to train medical graduates.

I invite all state private agencies to join our mission to improve healthcare infrastructure in Jharkhand.

The Buddha of a future age.

Source – dailynews.lk

According to the Cakkavatti Sihanada Sutta, he will be born, when human beings will live to an age of eighty thousand years, in the city of Ketumati (present Benares), whose king will be the Cakkavatti Sankha. Sankha will live in the fairy palace where once dwelt King Mahapanada, but later he will give the palace away and will himself become a follower of Metteyya Buddha.

The Anagatavamsa gives further particulars. Metteyya will be born in a very eminent brahmin family and his personal name will be Ajita. Metteyya is evidently the name of his gotta [caste]. For eight thousand years he will live the household life in four palaces. Sirivaddha, Vaddhamana, Siddhattha and Candaka – his chief wife being Candamukhi and his son Brahmavaddhana. Having seen the four signs while on his way to the park, he will be dissatisfied with household life and will spend one week in practising austerities. Then he will leave home, travelling in his palace and accompanied by a fourfold army, at the head of which will be eighty-four thousand brahmins and eighty-four thousand Khattiya maidens.

Among his followers will be Isidatta and Pūrana, two brothers, Jatimitta, Vijaya, Suddhika and Suddhana, Sangha and Sangha, Saddhara, Sudatta, Yasavati and Visakha, each with eighty-four thousand companions. Together they will leave the household and arrive on the same day at the Bodhi tree. After the Enlightenment, the Buddha will preach in Nagavana and King Sankha will, later, ordain himself under him. Metteyya’s father will be Subrahma, chaplain to King Sankha, and his mother Brahmavati. His chief disciples will be Asoka and Brahmadeva among monks, and Paduma and Sumana among nuns. Siha will be his personal attendant and his chief patrons Sumana, Sangha, Yasavati and Sangha. His Bodhi will be the Naga tree. After the Buddha’s death, his teachings will continue for one hundred and eighty thousand years.

According to the Mahavamsa, Kakavannatissa and Viharamahadevi, father and mother of Dutthagamani, will be Metteyya’s parents, Dutthagamani himself will be his chief disciple and Saddhatissa his second disciple, while Prince Sali will be his son.

At present, the future Buddha is living in the Tusita deva-world. There is a tradition that Natha is the name of the future Buddha in the deva world.

The worship of the Bodhisatta Metteyya seems to have been popular in ancient Ceylon, and Dhatusena adorned an image of him with all the equipment of a king and ordained a guard for it within the radius of seven yojanas.

Dappula I made a statue in honour of the future Buddha fifteen cubits high. It is believed that Metteyya spends his time in the deva-world, preaching the Dhamma to the assembled gods, and, in emulation of his example, King Kassapa V. used to recite the Abhidhamma in the assemblies of the monks. Parakkamabahu I. had three statues built in honour of Metteyya, while Kittisirirajasiha erected one in the Rajata-vihara and another in the cave above it. It is the wish of all Buddhists that they meet Metteyya Buddha, listen to his preaching and attain to Nibbana under him.

Yasa’s initiation

Yasa was a man with great wealth inherited from his father. He had all riches around him, such as music and female company. That night he went to sleep listening to music and feeling the female company. He woke up early in the morning and saw the appalling scene of tired women sleeping here and there. Yasa was greatly frustrated.

The Buddha had a lengthy talk with the young man on generosity, morality, the futility of sensual pleasures and the benefit of renunciation. Yasa could slowly collect his wits and his mind became stable. He had the rare privilege of being a monk straight away when the Buddha called him as ‘Come here, monk’. He became a Sotapanna.

He was the sixth to be a monk as well as an arahant. He is believed to have lived in Uttar Pradesh and Bihar in northern India.

The Buddha and his six arahants visited the home of Yasa the following day. Yasa’s mother and his former wife thus became the first two female lay disciples. Upon hearing of Yasa’s ordination, four of his closest friends, Vimala, Subahu, Punnaji and Gavampati followed him into the sangha and they too became arahants. Within two months, a further fifty of Yasa’s friends had joined the Sangha and attained arahantship, bringing the total number of arahants to sixty.

This Yasa should not be mistaken with the namesake monk who played a pivotal role in the Second Buddhist Council, which took place 100 years following the Buddha’s death.

How could Yasa get a chance to become the first Arahant monk after five ascetics? Saddharmaratnavaliya has an interesting account:

Yasa had done a good deal of merits in a time of a certain Buddha. He and his friends were all born on earth in a time when no Buddha was in existence. Still, they did merits such as cremating the poor and needy and those who had no kinsmen.

Yasa’s retinue

Yasa’s family found him to be missing. His father got into the street to locate him but met only the Buddha. He was impressed by the sermon of the Buddha, and became a disciple; he attained Sotapanna too. The scriptures say Yasa’s father became the Buddha’s first lay disciple. He was more than happy to hear of his son’s spiritual achievement and invited the monk community to his home.

Yasa’s family members, mother and wife, became first female disciples and his closest friends, Vimala, Subahu, Punnaji and Gavampati became monks. This was followed by another batch of fifty friends, who all became Arhaths ultimately. Now the monk community consisted of sixty-one altogether. The Buddha knew it was the right time to propagate the teaching now.

Go forth, O monks, for the welfare of the many, for the happiness of the many, of compassion for the world, for the good, benefit and happiness of gods and men. Two must not take the same path. Teach the Dhamma which is excellent in the beginning, excellent in the middle and excellent in the end, both in spirit and letter. Proclaim the holy life, perfect and pure.
